HALLS ROAD IMPROVEMENTS COMMITTEE

REGULAR MEETING MINUTES
August 2, 2018



Meeting Date:  Thursday, August 2, 2018, 6:30 p.m.

Location:  Old Lyme Town Hall, Mezzanine Conference Room



1.  Call to order. 6:40 p.m.

Committee members in attendance:  Michael Reiter, Edie Twining, Ray Thompson, BJ Bernblum, Sabrina Foulke, Lindsay Eisensmith

2.  Approval of minutes of July 5, 2018: motion Sabrina Foulke, second Edie Twining.  Motion carried.

3.  Discussion of July 25 public meeting with Yale Urban Design Workshop and CERC:
     strengths, weaknesses, follow-up matters, things to consider for the next public
     meeting, etc.

Discussed outcome from July 25th public meeting and how to continue the conversation locally.  Reviewed whether we should create a website, Town webpage, and/or Facebook page as a method to keep the town informed and involved.  Emphasized the importance of combining YUDW design with CERC economic review to make the full picture of project feasibility.

4.  Outreach to Halls Road neighbors--property owners, business owners, organizations:
   when and how to engage them in a systematic way.

Edie Twining will reach out to YUDW for the following topics:  review July 25th meeting and meeting minutes, discuss website/Facebook, what should be covered at the next meeting.

5.  Discussion of clearing the land and developing a small park on the Town’s property at the north side of Halls Road on the Lieutenant River.  Perhaps seek help from the Old Lyme Land Trust and the Yale Urban Design Workshop, and collaborate with the Harbor Development Commission, which is pursuing a landing.

6.  Adjournment at 7:40 p.m.  Lindsay Eisensmith made motion to adjourn, Ray Thompson seconded.  Motion carried.
