Meeting Minutes
April 15, 2019


Present:  Todd Machnik (Chairman), Steve Martino, Steven Ross,

Absent: Gary Smith, Donald Willis (Vice Chairman), David Roberge (ex-officio)

Guests:  NONE

1. Call to Order
Chairman Todd Machnik called the meeting to order at 5:30 PM.
Members stood to salute the American flag and recited the Pledge of Allegiance.

2.  Approval of Minutes - Regular Meeting January 28, 2019
Steven Ross moved to approve the minutes of Regular Meeting January 28, 2019 as submitted.  Steven Martino seconded the motion.  SO VOTED.

3.  Correspondence
There was no new correspondence.

4.  Old Business
Town’s Water and Sewer Commission’s proposal for a pump station at the end of Hartford Avenue.  There is a petition to amend the zoning regulations so that this can be built within a flood plain.  There was nothing new to report on this matter as neither Todd or Steven knew if this had passed.
5.  New Business
Discussion of Flooding in Open Space
(North side of I95 intersection of Whippoorwill Road west side)
In January, Todd Machnik reported that he visited the area after all the rain, and the water has gone down and is not getting any higher.  Thanks to Public Works, the problem seems to be corrected in January.  Todd visited the area this week after all the rain and the water is very high again.  Public Works put a hole in the beaver dam to allow the water to drain and when Todd checked last night the beaver dam was gone.  Todd’s concern is the potential to flood I-95 if the beavers build another dam, which they are likely to do.  Todd has spoken to Bonnie Reemsnyder about the next step.  Todd is also in conversation with the DEEP regarding using reputable beaver trappers and getting a recommendation.  The FEC Board agreed that a letter should be sent from the FEC to the Selectmen regarding this issue and recommend that a beaver trapper be hired to eliminate the problem.  This would be a pro-active action to prevent potential flooding of I-95.

Steven Ross moved to adjourn the meeting at 6:00 PM, and Steven Martino seconded the motion.  SO VOTED.
