Meeting Minutes
January 28, 2019


Present:  Todd Machnik (Chairman), Steve Martino, Gary Smith, Donald Willis (Vice Chairman)

Absent: Steven Ross, David Roberge (ex-officio)

Guests:  NONE

1. Call to Order
Chairman Todd Machnik called the meeting to order at 5:30 PM.
Members stood to salute the American flag and recited the Pledge of Allegiance.

2.  Approval of Minutes - Regular Meeting October 15, 2018
Don Willis moved to waive the reading of the minutes and approve the minutes of Regular Meeting October 15, 2018 as submitted.  Gary Smith seconded the motion.
SO VOTED.

3.  Correspondence
Todd Machnik reported that he had received a notice from the Town Finance Director Nicole Stajduhar which shows that this board is within their budget.  

Todd reported that work is being done at Four Mile River Marina.  Some permitted work was done, but was not done correctly, and the DEEP ordered that it be corrected.

4.  Old Business
October Meeting Discussion of Flooding in Open Space
(North side of I95 intersection of Whippoorwill Road west side)
Todd Machnik reported that he visited the area this week after all the rain, and the water has gone down and is not getting any higher.  Thanks to Public Works, the problem seems to be corrected.

5.  New Business
Election of FEC Board Chair and Vice-Chair for 2019
Gary Smith moved to keep the present slate of officers for 2019.  Todd Machnik as Chair and Don Willis as Vice-Chair.  There were no other nominations.  Steven Martino seconded the motion.  SO VOTED – ALL IN FAVOR.  Mary Ellen will inform the Town of the newly elected officers.  

Todd Machnik reported on the proposal by the Town’s Water and Sewer Commission’s proposal for a pump station at the end of Hartford Avenue.  There is a petition to amend the zoning regulations so that this can be built within a flood plain.  There is a Planning Commission meeting next week of which Todd is a member and he will find out more then.  There was a discussion.

7. Adjournment
Gary Smith moved to adjourn the meeting at 5:47 PM, and Steven Martino seconded the motion.  SO VOTED.

Our next meeting will be on Monday, April 15, 2019 at 5:30 PM, Town Hall, second floor meeting room.
