Meeting Minutes
October 16, 2017
Present: Todd Machnik (Chairman), Ellie Czarnowski, Steve Martino, Steven Ross, Gary Smith (Vice Chairman)
Absent: Dave Roberge (ex-officio), Donald Willis (alternate)

1. Call to Order
Chairman Todd Machnik called the meeting to order at 5:31 PM.
2. Approval of Minutes
Regular Meeting 17 July 2017
Steven Ross moved to accept the minutes of regular meeting July 17, 2017. Ellie Czarnowski seconded the motion. SO VOTED.
3. Correspondence
Todd Machnik reported that he had received a financial statement from the Town Finance Director showing that this Commission is “on budget”.
4. Old Business
a. Swan Brook Outfall Repairs and Grant Update
There was nothing new to report.
b. Sheffield Brook Update
Ellie Czarnowski reported that the project is still not done and according to the posted signs that she saw the construction is expected to continue through this month. Ellie presented photos she had taken of the area.
5. New Business
a. Revisions to Town’s Plan of Development, Public Hearing 10/12/17
Steven Ross, as a member of the Planning Commission, reported. He gave a history of the revisions and how they came about. The Planning Commission has been working on these for over a year and on the October 12, 2017 Planning Commission meeting / Public Hearing the Commission was unanimous in accepting them. The revised modifications to the Plan of Conservation and Development will be added to the section entitled “Critical Issues and Opportunities under the heading Shoreline Erosion and Sea Level Rise”. The revisions can be found at the conclusion of these minutes.
6. Other New Business – None
Todd Machnik spoke of an event, which is open to the public, to be held at the Pavilion in Old Saybrook, located at Old Saybrook Point. A consultant will speak about the Effects of Sea Level Rise on Old Saybrook. The date: November 15, 2017 at 6:00 PM.
7. Public Comment – None

Steven Ross moved to adjourn the meeting at 6:01 PM, and Gary Smith seconded the motion. SO VOTED.
Our next meeting will be on Monday, 15 January at 5:30 PM, Town Hall, second floor meeting room. Steven Ross stated that he will not be able to attend this meeting.
