Meeting Minutes
October 17, 2016


Present:  Ellie Czarnowski, Steve Martino, Steve Ross, Gary Smith, Donald Willis (alternate)

Absent:  Chairman Todd Machnik, Dave Roberge (ex-officio)

Guests:  Jennifer G. Hillhouse (24 Griswold Point)

1. Call to Order
Vice Chairman Gary Smith called the meeting to order at 5:30 PM.

Don Willis was seated for Todd Machnik.


2.  Approval of Minutes
Regular Meeting 18 July 2016
Ellie Czarnowski moved to accept the minutes of regular meeting of 18 July 2016.  Don Willis seconded the motion.  SO VOTED.


3.  Correspondence - NONE
 
4.  Old Business
a.  Swan Brook Outfall Repairs and Grant Update
There was no update available.
b. Sheffield Brook Update
Ellie Czarnowski reported (showed a photo that she had taken) that the silt fence that was placed at the construction site (Old Colony Beach) for the Sheffield Brook repairs would not appear to be long enough.  It is only covering one-third of the area. Ellie will call the Selectmen’s Office and inquire about what Town Department she should contact.



5.  New Business
a. The Planning Commission Workshop – Steve Ross / Don Willis.
This was previously discussed at the July meeting.

6. Other New Business
FEC Board Meeting Dates to Town Hall – Mary Ellen will send the 2017 dates to the Town Hall.  January 16, April 17, July 17 and October 16.  

 7. Public Comment
Jennifer G. Hillhouse of 24 Griswold Point showed photos of the changes to her property on Griswold Point that were caused by Hurricane Sandy.  The Long Island Sound is encroaching on her property during storms and she wants to know what she can legally do to prevent this.  Steve Ross reported that the law allows for stone and then adding living shoreline i.e. plants, but the DEEP is not following the law, but one could build a wall above the CJL (Coastal Jurisdiction Line) and that would be allowed. There was a discussion and Steve Ross volunteered to spend time looking on the internet with Jennifer reviewing DEEP information regarding the rules and regulations, and she will contact Todd Machnik for his advice.  


8. Adjournment
Ellie Czarnowski moved to adjourn the meeting at 6:00 PM, and Steve Martino seconded the motion.  SO VOTED.

Our next meeting will be on Monday, January 16, 2017 at 5:30 PM, Town Hall, second floor meeting room.
