Meeting Minutes
July 18, 2016


Present:  Ellie Czarnowski, Steve Martino, Steve Ross, Gary Smith, Donald Willis (alternate),

Absent:  Todd Machnik, Dave Roberge (ex-officio)

Guests:  Ron Bianca, Jonathan Gineo

1. Call to Order
Vice Chairman Gary Smith called the meeting to order at 7:01 PM.

Don Willis was seated for Todd Machnik.


2.  Approval of Minutes
Regular Meeting 25 April 2016
Ellie Czarnowski moved to accept the minutes of regular meeting of 25 April 2016.  Don Willis seconded the motion.  SO VOTED.


3.  Correspondence
Gary Smith reported on a letter from Eileen Coffee (Town Clerk) stating that Steve Ross had not been sworn in as a member of the Flood and Erosion Control Board.  Steve stated that he had done so and would straighten this out tomorrow with Town Hall.
Gary Smith reported on the budget for the Flood and Erosion Control Board and in FY ending June 30 we were within budget with $60 left in the account.  

4.  Old Business
a.  Swan Brook Outfall Repairs and Grant Update
This item was tabled until next meeting as Todd Machnik was not present and no other person had any updates.




5.  New Business
a. Steve Ross reported that Todd Machnik had requested he and Don Willis attend the Rising Sea Level Seminars that were held at the Town Hall in May.  Todd went to the first one, Steve went to the second one and Don went to the third one.  Todd, Steve and Don also serve on the Planning Commission.  Steve and Don each gave a brief recap of what was covered at the seminars.  Both Steve and Don felt it was a helpful presentation and copies of the literature that was handed out are available in Town Hall.
Ellie Czarnowski reported that she has received her GIS Certification and one of the things she did for the class was a storm surge inundation analysis of the Town of Old Lyme.  She recently tried to get into a sea level rise mapping GIS class offered by UCONN and did not get in to it as only 16 seats were available.

 7. Public Comment
Ron Bianca asked if there were any updates on the Swan Brook Grant Application.  There was no update on this.
Steve Ross reported that a COP was received last week from DEEP for the Sheffield Brook project.  Old Colony and Old Lyme Shores are involved in the effort.  


8. Adjournment
Steve Ross moved to adjourn the meeting at 5:52 PM, and Steve Martino seconded the motion.  SO VOTED.

Our next meeting will be on Monday, October 17, 2016 at 5:30 PM, Town Hall, second floor meeting room.
