Meeting Minutes
April 25, 2016


Present:  Todd Machnik, Ellie Czarnowski, Gary Smith, Donald Willis (alternate),

Absent:  Steven Ross, Steve Martino, Dave Roberge (ex-officio)

Guests: NONE

1. Call to Order
Chairman Todd Machnik called the meeting to order at 7:00 PM.

Don Willis was seated for Steven Ross.


2.  Approval of Minutes
Regular Meeting 19 October 2015 and Regular Meeting 25 January 2016
Todd Machnik moved that the reading of the minutes for October 19, 2015 and January 25, 2016 be waived and the minutes be approved as submitted.  Gary Smith seconded the motion.  SO VOTED.


3.  Correspondence
Todd Machnik reported that he had received a notice from Nicole Stajduhar, Finance Director, stating that the FEC Board was on budget.
Todd received an email from Bonnie Reemsnyder at the beginning of the year about available federal grant money that should be considered for the ongoing issues of flooding at Swan Brook.  Todd and Keith Rosenfeld (Land Use Coordinator/Zoning and Wetlands Enforcement Officer) took a ride to Hawks Nest and Miami Beaches to take a look.  A grant has been applied for.  
Todd stated that Steve Ross, who is on this Board and Chairman of the Harbor Management Commission, had received proposed plans for the restoration and culvert project for Sheffield Brook, Old Colony Beach.




4.  Old Business
a. Swan Brook Outfall Repairs Update – Todd Machnik
This agenda item was covered under Correspondence.


5.  New Business
a. Election of Officers – 2016
This agenda item was tabled at the January meeting.  
Gary Smith nominated Todd Machnik as Chairman for 2016 and Don Willis seconded the motion.  SO VOTED.  Ellie Czarnowski nominated Gary Smith as Vice Chairman for 2016 and Don Willis seconded the motion.  SO VOTED.  Board members unanimously approved the election of officers for 2016.
Mary Ellen Garbarino will send the names of the officers for 2016 to the Town.

6. Other New Business
Todd Machnik reported that the Planning Commission has started to revise the Plan of Conservation and Development – Salt Marsh Advancement and Sea Level Rise.  One concern is the current zoning regulation that has established a maximum height for building in the R-10 zone. ~The current maximum building height is 24 feet and in order to comply with FEMA and the new elevations you cannot construct a 1½ story house that is under 24 ft. ~Also discussed is what direction will the town and the Planning Commission take to address the issue of increased flooding, flood zone designations, sea level rise and salt marsh advancement.
Ellie Czarnowski reported on a GIS presentation that she had reviewed entitled “Connecticut’s Coast:  Then and Now” that included Griswold Point in Old Lyme.  There was a discussion.
Todd Machnik reported that the Town will be hiring a new Sanitarian.  
Todd Machnik stated that since the Harbor Management Commission is receiving copies of Flood and Erosion Control Plans to review, he would like the Flood and Erosion Control Board to have the same opportunity. Todd will make this request to Keith Rosenfeld.

8. Adjournment
Gary Smith moved to adjourn the meeting at 5:50 PM, and Don Willis seconded the motion.  SO VOTED.

Our next meeting will be on Monday, July 18, 2016 at 5:30 PM, Town Hall, second floor meeting room.  Todd Machnik will not be able to attend, and Gary Smith will Chair the meeting in his absence.
