Meeting Minutes
January 25, 2016


Present:  Todd Machnik, Ellie Czarnowski, Steve Martino

Absent:  Gary Smith, Steve Ross, Donald Willis (alternate), Dave Roberge (ex-officio)

Guests:  Rocco Todaro

1. Call to Order
Due to the lack of a quorum, this was considered a discussion and not a meeting.
Discussion began at 5:30 PM.


2.  Approval of Minutes
Approval of Minutes: Regular Meeting 19 October 2015
This agenda item was tabled.

3.  Correspondence
Ellie Czarnowski reported on a letter she received from the Connecticut Association of Flood Managers stating that she is now a member.  She had attended the conference and her ticket was paid for by the Town.
Todd Machnik reported on a letter from the Town’s Finance Director informing him that the Flood and Erosion Control Board is on target with their expenses this year.


4.  Old Business
a. Swan Brook Outfall Repairs Update – Todd Machnik
Mr. Machnik reported that he had no response from the letter that he sent to Miami Beach Association with a copy to the WPCA.  


5.  New Business
a. Election of Officers – 2016
This agenda item was tabled.  Todd Machnik agreed to stay on as the Chairman until the elections can be held.
Mr. Machnik discussed an issue that came to his attention involving the DEEP stretching their jurisdiction with work being done above the Coastal Jurisdiction Line in East Lyme.  Because of this issue, he proposed that the Flood and Erosion Control Board consider writing the CT DEEP stating that what happens above the Coastal Jurisdiction Line is the responsibility of the Flood and Erosion Control Board and not the CT DEEP.  Mr. Machnik is meeting with Devon Carney in the near future to discuss this.
There was a discussion and this will be further discussed at the next meeting.

7. Public Comment – NONE
Rocco Todaro commented that it was a good idea for the Flood and Erosion Control Board to have a discussion with our State Representative about the problem of the CT DEEP stretching their limits with control over property located above the Coastal Jurisdiction Line.

The discussion ended at 6:03 PM.
