Meeting Minutes
July 20, 2015


Present:  Todd Machnik, Ellie Czarnowski, Steve Martino, Steve Ross, Gary Smith, Don Willis (alternate)

Absent:  Dave Roberge (ex-officio)

Guests:  Ron Bianca (Hawks Nest Beach Club Association)

1. Call to Order
The meeting was called to order at 5:34 PM by Vice-Chairman Gary Smith.  Todd Machnik arrived a few minutes late due to another commitment.  


2.  Approval of Minutes
Approval of Minutes: Regular Meeting 27 April 2015
Steven Ross moved to approve the minutes of Regular Meeting of 27 April 2015 and Ellie Czarnowski seconded the motion.  SO VOTED.


3.  Correspondence
Steve Ross stated that there was an email from the DEEP to Old Lyme Shores regarding Sheffield Brook.  The DEEP gave them a permit to install a bigger pipe and construct a jetty along the side so that both sides are covered at the outfall and to put in some kind of a gate to prevent backwash.

a. Swan Brook Outfall Repairs Update – Todd Machnik
Todd Machnik spoke about the Correspondence from the DEEP regarding the permit and Grant for Sheffield Brook.  

b. Steve Ross – Conversation with DEEP regarding Grant for Swan Brook
Steve Ross reported that he had spoken with Jennifer Perry, Inland Water Resources Department, DEEP.  Ms. Perry said that that if grant money is applied for, it must be sponsored by the Town.  Even if the Town does not own it, they must still sponsor it.  The DEEP would want to see any engineering or studies and the project must review flooding for eligibility.  Before any study or engineering is begun the DEEP should be contacted because they would need to be on board from the start.  Mr. Ross stated that the Beach Association or Associations would have to come to an agreement with the Town that the Town would sponsor the application, but acting as an agent only and would not be financially responsible.  Mr. Ross suggested that both Beach Associations should work on the Grant Application together.  It was agreed that Miami Beach needs to get more involved as it is their properties that are being flooded.  
c. Roger’s Lake Dam Update – Ellie Czarnowski
Ellie Czarnowski provided a status of the alewives (anadromous fish) in Roger’s Lake, and reported that it was a dismal year for them.  The informational kiosk will be placed at Hain’s Park after the boat house construction is complete.

Ron Bianca stated that he would contact an engineering firm for a cost estimate on a study for Swan Brook in order to supply the DEEP with enough information for the application.  Someone would need to speak with the DEEP to see exactly how much information they would want.

Gary Smith moved, and Steve Ross seconded to adjourn the meeting at  6:05 PM.
