Meeting Minutes
January 19, 2015


Present:  Todd Machnik, Ellie Czarnowski, Don Willis (alternate)

Absent:  Gary Smith, Steve Martino, Steve Ross, Dave Roberge (ex-officio member)

Guests:  Rocco Todaro and Ron Bianca (Hawks Nest Beach Club Association)


1. Call to Order
The meeting was called to order at 5:32 PM by Chairman Todd Machnik.  Don Willis was seated for Steve Ross.


2.  Approval of Minutes
Approval of Minutes: Regular Meeting 10 October 2014

Ellie Czarnowski moved to approve the minutes of Regular Meeting of 20 October 2014 and Don Willis seconded the motion.  SO VOTED.


3.  Correspondence – NONE
Todd Machnik reported that two weeks ago he checked at Town Hall for any mail and there was none at that time.  He attempted to check tonight, but due to the MLK holiday today the mailroom was locked.   

4.  Old Business
a. Swan Brook Outfall Repairs Update – Todd Machnik
Mr. Machnik reported that the Town is still doing some work there, but it needs long-term repairs.  He recently became aware of more State Grants that are available through the Department of Agriculture.  These grants may have more to do with flood plains and not the outfall.  The flood plains would be in the Miami Beach area.  This was how Old Lyme Shores was able to get some grant money and he believes that they just received a second grant.  Mr. Machnik will speak with Dave Roberge about this.  
Ron Bianca will speak with someone from Old Lyme Shores to find out what they did to obtain the State Grants.
Mr. Bianca reported that Public Works has been coming every couple of days to work on the Swan Brook outfall.  They put plywood up to block up openings, but this is not a long-term fix.  He would like to see an estimate for a permanent repair.  Mr. Machnik will talk to First Selectwoman Reemsnyder about this and report back.   
b. Storm Sandy Debris Removal Old Lyme Tidal Wetlands – Ellie Czarnowski
Ellie Czarnowski had sent an email 31 October 2014 to the Flood and Erosion Control Board members.  She had nothing new to report at this time, but stated that she had just today driven by the Great Island boat launch and did not see any dumpsters.  She assumed that the work had not yet begun.
c. Catch Basin Cleaning
Mr. Machnik reported that he looked into the Town’s procedure for catch basin cleaning.  There are rules in place that include each basin being cleaned at least once a year.  If anyone notices a catch basin that needs cleaning, they should call the Town and let them know.  The actual work is done by an independent company.

5.  New Business
Election of Officers
Due to a lack of members present, Todd Machnik volunteered to remain on as Chairman until voting could take place at the April meeting.

Todd Machnik moved, and Ellie Czarnowski seconded, to adjourn the meeting at
5:52 PM.  SO VOTED.

Our next meeting will be on Monday, 27 April 2015 at 5:30 PM, Town Hall, second floor meeting room.  Mary Ellen will notify the Town Hall of the change of this meeting from 20 April to 27 April.
