Meeting Minutes
October 20, 2014


Present:  Todd Machnik, Gary Smith, Ellie Czarnowski, Steve Martino, Steve Ross, Dave Roberge (ex-officio member)

Absent:  Don Willis (alternate)

Guests:  NONE


1. Call to Order
The meeting was called to order at 5:31 PM by Chairman Todd Machnik.


2.  Approval of Minutes
Approval of Minutes: Regular Meeting 21 July 2014
Changes:  Under Agenda Item 7. Public Comment – Dave Roberge referred to the “new” Hazard Mitigation Plan.  The word “new” should be replaced with “revised”.

In regards to Mr. James’ presentation 5.a. This sentence should be added.  “Chairman Machnik suggested that someone should buy the property if they didn't want to see it developed, not necessarily the Town purchase it outright.”
Steve Ross moved to approve the minutes of 21 July 2014 with the above corrections, and Gary Smith seconded.  SO VOTED.


3.  Correspondence
Todd Machnik received a form from Finance Director, Nicole Stajduhar, asking about the Board’s Capital Expenditure Projection for five years.  Mr. Machnik listed no projection and signed off on the form.  


4.  Old Business
Swan Brook Outfall Repairs – Todd Machnik
Mr. Machnik received a call from Ed Adanti and he stated that the outfall at Swan Brook had taken a beating from the last couple of windy days.  Mr. Machnik suggested that he call First Selectwoman Reemsnyder.  He did and First Selectwoman Reemsnyder then called Keith Neilson of Docko.  Mr. Neilson, Mr. Adanti and First Selectwoman Reemsnyder will schedule a meeting to go look at the outfall.  There was a discussion.  Mr. Machnik will inform First Selectwoman Reemsnyder that the FEC Board remains neutral on this matter.  


5.  New Business
Storm Drain Management – Ellie Czarnowski
Ellie Czarnowski asked it the Town maintains the storm drains.  There was a discussion.  Ms. Czarnowski did not think that the four storm drains on her street had been cleaned in the 14 years she has lived there.  It was explained that the Town does maintain the drains.  Mr. Machnik will speak with Ed Adanti and ask him what the schedule is.  


6. Other New Business
Steve Ross reported that the DEEP Bureau of Water Protection and Land Reuse has applied for a COP to remove marine debris from wetlands from Old Lyme to Stratford.  This will be at no cost to the Town.

8.  Adjournment
Gary Smith moved, and Steve Ross seconded, to adjourn the meeting at 6:00 PM.
SO VOTED.

Our next meeting will be on Monday, 19 January 2015 at 5:30 PM, Town Hall, second floor meeting room.
