Special Meeting Minutes
March 10, 2014


Present:  Todd Machnik, Steve Ross, Steve Martino, Dave Roberge (ex-officio member)

Absent:  Gary Smith, Ellie Czarnowski, Don Willis

Guest:  Ron Bianca (Hawk’s Nest Beach Club Association), Jeremy DeCarli (River COG), Scott Boulanger (Miami Beach)


1. Call to Order
The meeting was called to order at 5:34 PM by Chairman Todd Machnik.


2. Discussion of Possible Grant Sources for Swan Brook Drainage Issues
Todd Machnik stated that the purpose of this Special Meeting was to talk about possible sources of grant funding with regard to the Swan Brook outfall issues.  He and Dave Roberge had spent a good amount of time going through both Federal and State Websites looking for information.  The most promising is the U.S. Department of Agriculture Flood Plain Easement Fund.  Mr. Machnik contacted Javier Cruz, District Conservationist (USDA, Natural Resources Conservation Service) the representative in Norwich, and through his conversation believes that this route for funding would be the perfect solution for Hawks Nest Beach Club and Miami Beach Associations. Handouts about this grant opportunity were reviewed.  A Grant was awarded to Old Lyme Shores and Old Colony Beach Associations this year for over $800,000 from this same Department.

Dave Roberge spoke as to how this Grant works and that in his opinion it is a perfect fit for the two Beach Associations.  The Board advised representatives from Hawks Nest Beach Club Association and Miami Beach Association to contact Mr. Cruz immediately and fill out an application as the deadline is in April.  Mr. Cruz may be contacted at 860-887-3604 ext 307.  

Mr. Ross commented that the proposed grant~appears to be~exactly what we would have drafted for the Swan brook situation if we wrote it ourselves; a perfect fit.

Members of the Board thanked Mr. Machnik for all the work he did to obtain this information for the Beach Associations and agreed that this Grant is the perfect solution for their needs.  


Our next regular meeting will be on Monday 21 April 2014 at 5:30 PM, Town Hall, second floor meeting room.
