Meeting Minutes
July 16, 2012


Present: Gary Smith, Steve Ross, Steve Martino, Ellie Czarnowski – alternate
Absent:  Todd Machnik, Robert Chapman, Dave Roberge (ex-officio member)
Guests: NONE

NOTE:  Ellie Czarnowski will be seated in place of Robert Chapman.

1. Call to Order
The meeting was called to order at 5:00 PM by Vice Chairman Gary Smith.

2.  Approval of April 16, 2012 Meeting Minutes
Steve Ross moved to accept the minutes for April 16, 2012 and Steve Martino seconded the motion.  The minutes were accepted.


3.  Correspondence
The FEC Board received a reminder from the Town regarding the Board’s budget for this fiscal year.  The amount was correct.  

4.  Old Business
a. Review and Approval of Plans for the Roger’s Lake Dam Repairs
Members of the Board had reviewed the plans and stated that they support the project and feel that no approval from the Board is required.  Ellie Czarnowski updated the Board on the progress of the committee.  Hopefully construction should begin in August of 2013.

5.  New Business
Steve Ross reported that he had received an email from Dave Wheeler of Old Lyme Shores reporting that OLS is voting on a 9.7 million dollar sewer project. Mr. Ross will forward the email to be distributed with these minutes.  

Mr. Ross reported that the Water Resource Committee, of which he is the Chair, will present a draft of an ordinance at the Board of Selectmen’s meeting this evening.  The intent of this ordinance is for aquifer protection.


6. Other New Business
The members of the Board agreed to change the start time of future meetings to 5:30 PM.  Mary Ellen Garbarino will notify the Town Hall of the change.

7. Public Comment - NONE

Our next meeting will be on Monday, 15 October, 2012 at 5:30 PM, Town Hall, second floor meeting room.
 
8.  Adjournment
Steve Ross moved, and Steve Martino seconded, to adjourn the meeting at 5:30 PM. SO VOTED.

Hello Steve:~ I will not be at the July Old Lyme F&EC Board Meeting this evening.~ It’s not that I have lost interest in what the Board does; rather I have another appointment here in Virginia.
If I were at the meeting, I would say that Old Lyme Shores Beach Association will vote (on August 11, 2012) on a resolution appropriating $9,700,000 for the planning, acquisition, design and construction of a sanitary sewer system to serve the Old Lyme Shores Beach Association, and authorizing the issuance of $9,700,000 Clean Water Fund obligations and/or drinking water obligations of the Old Lyme Shores Beach Association to meet said appropriation.
This sanitary sewer system will have a drainage improvement component that will upgrade the drainage infrastructure within the Old Lyme Shores Beach Association boundary.~ It will not change the Sheffield Brook.
I hope the vote on the resolution will result in approving the resolution.
I hope all is going well with you and the rest of the folks associated with the F&EC Board.
