Regular Meeting
December 3, 2014
MINUTES

Chairman DM called the meeting to order at 10:40 am. John O’Brien and the Chairman were the only BC members present. Jerry Brophy joined at 11:10.
There were no public comments.
Downes started their progress report. Permanent electric service and the tire shredder have been installed since the last meeting. The shredder is locked down and all Downes wants to make sure that all workers and town employees are aware it is installed.
Work in progress is painting, ceramic tile and privacy fence is being installed. The privacy fence had to be moved a few feet to the north to protect tree roots.
Work to be started soon includes metal roofing, wire mesh partitions, generator install and millwork.
Communications/Security:   Northeast communications will be starting work shortly. They have been given the go ahead.  Their proposal  includes a limited number of meetings so all sides are to be aware of this. Existing 911 equipment will be taken back by the State, possibly at a cost.  The State will service the new equipment. All wiring and mechanicals will be noted on the as-builts.  Downes will provide a warranty binder at the end of the project.
Keying Meeting: Keying has been revamped to reduce the keying hierarchy.
COP status: a $4900 reduction in contingency due to Eaton Wrightline furniture. Chief noted his objection to being charged anything for paint swatches.
Dispatch consoles are all set.
Mobile storage and armory arsenal storage is all set to go.
Finishes are being finalized. The wood border in the Chief’s office may now become vinyl wood. A conversation about stabilizing the floor in the Chief’s office occurred. Instead of plywood, a webbed material that is used under the tile may be utilized.
Paving-Final top coat will be applied soon.
Permanent fence installation, as mentioned, is proceeding. The gate to the tower needs to be moved a few feet north. The FS will contact Chris Costa as to why the Zoning Commission needs to weigh in on this.
Roof Inspection: final will likely be in January or February.
The site is secure for the Town’s winter events.
A conversation about whether the Town will incur costs for snow plowing occurred. Downes stated that it would unusual to incur such costs. The snow load on the roof is at 30 psf.
As to foreseeable additional charges, the Chief noted that relocation of fiber optics could occur. The State, when they install the 911 system, will install 2 consoles. The building is designed for 3. They would like to come back six months later and install the 3rd console but that is not preferable as the floor would have to be cut. Efforts are being made to have them do the work once.
Discussion ensued about the meeting schedule. There will be one more special meeting on December 18. After that, bi-weekly meetings will commence on January 7. Lastly, a discussion on interior signage occurred.
