REGULAR MEETING MINUTES
Monday, March 3, 2014 – 7:00 P.M.
Town Hall, 302 Main Street
1st floor conference room

I.      CALL TO ORDER

        Chairman Friedmann called the meeting to order at 7:00 p.m.

III.    REGULAR BUSINESS
        
        A.      MINUTES

MOTION to approve the Motions from February 18, 2014; MADE: by R. Friedmann; SECONDED: by G. Lewis; VOTING IN FAVOR: R. Friedmann, M. Fish, G. Lewis J. Talbott, and M. Delmonico.  OPPOSED: 0; ABSTAINING: 0. APPROVED: 5-0-0.

  • WORKSHOP: Zoning Regulations – Discuss possible amendments to outdated and conflicting  regulations
The Zoning Enforcement Officer reviewed regulations with the Commission that were conflicting or in need of revision.  The Commission had a lengthy discussion about the regulations and requested that the Zoning Enforcement Officer prepare text for review at a future workshop.

V.      COMMITTEE, REPRESENTATIVE & STAFF REPORTS
         The Zoning Enforcement Officer reported on the following matters:

  • OSZC v. Bessoni, 21 Denmore Lane – The house has been listed for sale and may result in a resolution to this matter.
  • Rosewood, LLC., 19 Bridge Street – The approved Special Exception Permit application described that that the structure would be renovated and elevated. The structure has been demolished. The Applicant is returning to the Zoning Board of Appeals because it was represented during the variance hearings that the structure was to remain.  The ZEO offered her opinion that if modifications are made through the ZBA process that it will most likely require a modification of the Special Exception Permit.  The Commission agreed. The ZEO asked if no changes are made during the ZBA process and if the only change to the project is the method of construction (demolition vs. renovation) will the Commission want to review this application as a modification.  The Commission advised that they would like the opportunity to review the revised plans as a minor modification to compare the approved plans with the new plans to identify that no changes were made to the approval.
  • Vintage Home Décor, 821 Boston Post Road will be occupying the space where Chelsea Sleep Center was located.
  • Max’s Place, Boston Post & Spencer Plains Road - An application has been submitted to the Architectural Review Board to change architectural details on the sanitary treatment facility.  The Commission advised that the change appears minor and that the ZEO can handle the matter administratively.
  • The People’s Café, 1231 Boston Post Road is offering an overseas money transfer service and is proposing additional signs. The ZEO advised the owner that this is a new retail use and is not accessory to the restaurant use.  The Commission agreed and determined that the addition of a retail use will require a modification to the Special Exception Permit.
VI.     ADJOURNMENT

MOTION to adjourn the meeting at 10:05 pm until the next Regularly Scheduled meeting of the Zoning Commission which will be Monday, March 17, 2014 at the Old Saybrook Town Hall, 1st Floor Conference Room, 302 Main Street at 7:00 p.m.; MADE: by R. Friedmann.  SECONDED:  G.Lewis; VOTING IN FAVOR: R. Friedmann, M. Fish, G.Lewis, J. Talbott and M. Delmonico, OPPOSED:  0; ABSTAINING: 0; APPROVED:   5-0-0
