MOTION to approve the minutes of the May 10, 2011 Special Meeting as presented..  MADE: by G. Lewis; SECONDED:  M. Fish; no discussion on the motion;  VOTING IN FAVOR:  B. Friedmann; M. Fish; G. Lewis; C. Garbe;  and C. Sohl OPPOSED:  None; ABSTAINING: None; APPROVED:  5-0-0

MOTION to pay Nathan L. Jacobson & Associates, Inc.   invoice #73956 in the amount of $119.25  MADE: by M. Fish; SECONDED by  G. Lewis; no discussion on the motion; VOTING IN FAVOR:  R. Friedmann, M. Fish, G. Lewis, C. Garbe, and C. Sohl; OPPOSED:  None; ABSTAINING:  None; APPROVED: 5-0-0.

The CT River Gateway Commission is hosting their annual River Cruise on June 9, 2011 from 5:30- 7:30.  Reservations are required.
IV.     PUBLIC HEARING
  • APPLICATION FOR SPECIAL EXCEPTION USE
Application for Special Exception Use/ Coastal Site Plan to construct 25,000 s.f. retail building, 3,910 s.f. retail/office/bank building, and 1,500 s.f. retail building. 1657-1687 Boston Post Road, Map 25, Lots 21 and 22, Gateway B-4 District, Coastal Management Zone, Pedestrian Node.
        Applicant:  Colvest Old Saybrook, LLC       Agent:  Peter LaPointe

Edward Cassella, Esquire  presented the Commission with revised plans and a 15 page response letter which addressed concerns expressed by the Commission.  Also included  in the submittals were a Revised Statement of Use, Draft Sidewalk Easement,  a Draft Quit Claim Deed and approximately 40 pages of attachments.

Carl Garbe recused himself from the proceedings and Dr. David Shearer was then seated.

Edward Cassella, Esq., Stephanie Fuss, ASLA, and John Matthews, AIA presented an overview of the revisions made to the site plans as the result of the Commission’s previous concerns.  Mr. Cassella addressed concerns regarding parking buffers and increasing the amount of parking spaces to 170 to meet parking regulation requirements.  He also introduced their plan for an Estuary bus stop, stamped sidewalks, and an improvement in access from the bank building to West Marine.  They addressed security fencing along the property line as the result of concerns from neighbors.  Mr. Matthews addressed the rotation of the bank building, screening of utilities and answered concerns regarding the quality of the materials to be used.  Ms. Fuss presented a new landscaping plan which depicted the trees more evenly spaced along the property line and answered concerns regarding any possible site line issues.  

Chairman Friedmann stated that there is now compliance with the number of parking spaces and the setback requirements.  His question to the Commission was whether or not the Pedestrian Node concept included the 20’ setback of a building the size of that proposed for West Marine.  The Commission did not give a clear consensus of their opinion at this time.  Also discussed at this time was the Commission's concern that if retail or a restaurant  is included in the bank building, then parking requirements would change.  The possibility of  the potential for reserved parking was discussed and the applicant stated their willingness to  consider this option.

All of the revised and newly submitted plans will need to be referred out to the town’s traffic and civil engineering consultants

  • COMMITTEE, REPRESENTATIVE &  STAFF REPORTS
Gravel Pit Inspections will be held on June 6, 2011.  The Dibble gravel pit, Ingham Hill Road, Map 35/Lot 8,  has a temporary structure for sand for which they will file for a temporary permit.

  • ADJOURNMENT
Chairman Friedmann adjourned the meeting at 9:02p.m. until the next specially  scheduled meeting to be held on Tuesday, May 24, 2011 at the Old Saybrook Town Hall First Floor conference room, 302 Main Street at 7:30.
