IV.     7:00 p.m.
             WORKSHOP: Incentive Housing Zones and housing types in Old Saybrook

Robert Friedmann, Christine Nelson and Chris Costa gave a brief summary of Incentive Housing Zones (IHZ).  Mark Branse presented a legal overview of Public Act 07-4 which enables the enactment of Incentive Housing Zones in CT municipalities.  Staff discussed incentive housing zone standards, developable land, eligible locations, existing housing types in Old Saybrook, densities and consistency with the State Plan of Development.  Commission reviewed posters of existing housing types and outlines of requirements in addition to reviewing maps of zoning districts, permitted densities, permitted densities plus 25% and State Plan prepared by staff.

The Commission had an in depth discussion of possible locations and housing types if the Commission decided to adopt IHZ regulations.  The following ideas were discussed:

-Consider no IHZ over industrial zoned land.

-Consider allowing multi-family and single family over businesses in the B-1 zone.

-Consider allowing single family and duplexes in neighborhoods adjacent to Main Street.

-Consider allowing mixed use, multi family and single family in pedestrian node areas.

-Consider allowing duplexes including accessory apartments in all residential zones.

-Consider allowing single family in all residential districts, B-3 and MC zones.

-Consider allowing townhouse, duplex and multi family residential on the section of Bokum Road closest to the Essex line.~

-Consider allowing mixed use, multifamily, single family and duplexes on Spencer Plains Road near railroad and highway entrance south of Buck Hill subdivision.

-Consider allowing mixed use multifamily over shopping centers and as liner buildings in pedestrian nodes.~~~

The Commission continued their discussion until their next regular scheduled meeting.

ZEO Costa informed the commission that a request was received from Atty Cassella on November 3 that this item be continued until the next regularly scheduled meeting on November 17, 2008.  This will allow them to continue obtaining permits and to respond to referral comments.

Atty Branse left the meeting at 9:30 p.m.


B.  WORKSHOP (Cont’d):  CRERPA Update to Regional Plan of Conservation and
      Development

Christine Nelson gave an overview of what the Commission needed to do prior to a December workshop with CRERPA.  The Commission received an information packet for review.  The matter was continued to the November 17th meeting so that the Commission could read the materials. ~

VI. COMMITTEE, REPRESENTATIVE & STAFF REPORTS

- ZEO discussed a request from the Cordial Shoppe, 950 Boston Post Road to move parking spaces 7 feet to the north (closer to BPR) in the same configuration to allow for a larger interior parking lot lane width.  Approximately thirty motor vehicle accidents have occurred on the site due to the narrow traffic lane.  ZBA granted a variance in 1986 to allow the parking to be located closer than 25' to the street.  There was no condition on the variance with a time limitation to obtain a building a building permit so the variance runs with the land and is still in effect.  Applicant proposes to relocate and replace existing sign so that it conforms to the regulations.  ZEO also spoke to the applicant to adjust his flashing open sign which violates the Zoning Regulations and the applicant agreed to make this change.  ZC stated the ZEO could handle the matter administratively.


-ZEO discussed letter sent by her and Christine Nelson to Michael Pace and Attorney Cronin requesting to amend the flood application fee schedule so that the fees reflect actual cost.

Chairman Friedman adjourned at 9:42 p.m. until the next regularly scheduled meeting to be held on Monday, November 17, 2008 at the Pasbeshauke Pavilion at Saybrook Point Park, 155 College Street Extension at 6:00 p.m.
