A. MINUTES

MOTION to approve the August 20, 2007 minutes as amended MADE: by W. Harris; SECONDED: by R. Friedmann; no discussion on the motion; VOTING IN FAVOR: R. Friedmann, W. Harris, M. Fish, C. Sohl; OPPOSED: none; ABSTAINING: none; APPROVED: 5-0-0.

IV. PUBLIC HEARING:
A. MODIFICATION TO SPECIAL EXCEPTION USE PERMIT:
Grossman Chevrolet, 300 Middlesex Turnpike, Map 52/Lot 74, B-4 Zone
960 s.f. addition to body shop – CZC # 07-159
Applicant: Jon Grossman Agent: David Annino
Mr. Grossman and Mr. Annino were present. Jon Grossman gave a review of the proposed plans to the commission. The addition is intended to house a new spray booth for automobiles. This is a weather tight structure. The existing spray location will remain for smaller jobs. A positive referral from the Planning Commission has been received. No report to date from the ARB. Mr. Grossman noted some from the ARB, which suggested fake windows on the large wall of the new structure. Mr. Grossman discussed possibly using a color finish for the new building. Mr. Annino submitted a color photo of the existing building.
Chairman R. Friedmann raised concerns over no CO issued for previous expansion because no As-Built was ever provided. Land Surveyor, D. Annino submitted new plan, dated 08/08/07. Discussion held at length about landscape requirements.
Health Department is still reviewing (per their 08/29 letter).
Responses from DOT, and W. Goodfriend; no comments.
Concerns about cars parking in right of way.
Chairman Friedmann opened hearing to the public.
J. Metzendoff, a member of the Board of Directors for the District of Otter Cove read into the record a letter stating his concerns with the auto dealerships in this area, including balloons, cars/trucks elevated on platforms, displays on grassy, restricted areas, and large banners on the property.
The Commission agreed these issues deal mostly with the auto mall across from the applicant’s location. The Commission did agree with all Mr. Metzendoff’s concerns.
Per D. Annino there are no proposed signs for this application.
C. Sohl questioned hours of lighting. Mr. Grossman stated lights were put in due to heavy/frequent vandalism. R. Friedmann suggested motion sensors.
The commission would like to see a new landscape plan (existing and proposed). This plan should also identify all tree species. Suggested taller plants (arbor vides) be planted on large side wall. (Instead of fake windows). Plan should show landscaping along Reservoir Road.
Commission will wait for report from Health Department and ARB.

V. COMMITTEE, REPRESENTATIVE & STAFF REPORTS~~~
-Maximus Antiques: Discussion held at length about proposed temporary sculpture, (giraffe). Members suggested Maximus to come to Zoning Commission for a further discussion.
-Dirt, LLC: The Chairman Friedmann updated the commission on this suit. An appearance has been filed in court for Dirt, LLC. Next action should be at middle to end of October.
-C. Sohl updated commission on IWWC matters. Current issues involve the car washes across from the Chrysler Dealership on Route 1. He discussed the large amount of debris dumped; the Army Corp of Engineers called in to rectify.
-Discussion held at length regarding the Text Amendment Changes. It was agreed that a workshop be scheduled to discuss prior to the public hearing. It was suggested by the commission that ZEO Costa again mail all proposed text changes to the members for their thorough review.
VI. ADJOURNMENT
Chairman Friedmann adjourned to meeting at 8:50 p.m. until the next regularly scheduled meeting to be held on Monday, September 17, 2007 at the Pasbeshauke Pavilion at Saybrook Point Park, 155 College Street Extension at 7:30 p.m.
