I. CALL TO ORDER

IV. MINUTES
Gerri Lewis was present and voted at the September 19, 2005 meeting but she was not listed under the Roll Call.
Barbara Galler was not present at the September 19, 2005 meeting.
III. CORRESPONDENCE
Motion to amend agenda under item V. as New Business and add Grossman Nissan sign application as item B.
V. SIGN APPLICATION:
A. Coastline Motor Sports – 309 Boston Post Road, Map 42/Lot 14-1, B-4 District
Applicant: Connecticut Sign Agent: David Hemming
John Morrison, representative for Connecticut Sign passed out revised sign plans which showed the sign was lowered to 14’ to meet the Zoning Regulations. Madge Fish asked Mr. Morrison about the proposed lighting on the sign. Mr. Morrison said the sign lighting would be 80 watts or less and a cool white illumination which is energy efficient. Elizabeth Steffen inquired about the sturdiness of the sign post and Mr. Morrison said the pole pylon was 24” thick, structurally sound and strong.
Robert Friedmann said he would be in favor of approving the application if the light source was placed on a timer and set to turn off automatically, 1 hour after closing or before 10:30 p.m.
B. Grossman Nissan - 300 Middlesex Turnpike, Map 52/Lot 74, Business District
Applicant: Jon Grossman Agent: Richard Rizzo
Richard Rizzo, agent for the applicant, summarized the proposal to remove the existing cabinet sign from the building and add a new Nissan sign which will have “channel” letters. Mr. Rizzo also mentioned that there will not be any changes to the existing pylon signs on the site. Robert Friedmann asked that the lighted sign be on a timer that will automatically turn off when the business is closed.
VI. OLD BUSINESS
A. PETITION FOR CHANGE IN ZONING REGULATIONS (Cont’d.)
Amend Section 55, Planned Residential District
Petitioners: Steven W. Greenberg, Amy Zamkoff and Hyla Crane
Agent: Attorney David M. Royston
Attorney David Royston was present and available to answer questions from the Commission members. Christine Costa told the Commission members that the Planning Commission gave this application a favorable referral.
B. APPLICATION FOR SPECIAL EXCEPTION USE
Old Saybrook Community Arts Center & Theatre
300 Main Street, Map 30/Lot 63-1, A District
Applicant: Town of Old Saybrook
Robert Friedmann summarized the application. The Commission talked about the cooling tower and its proximity to the neighbors septic system. The Commission agreed that the cooling tower must avoid the neighbors septic system and the alley between the Arts Center and the neighbors property must not be blocked by trailers or other construction equipment.
Christine Costa reviewed referral letters with the Commission members. The Planning Commission was in favor of the application with modifications. Don Lucas, Town Building Inspector, made comments on the grading, elevation plans, and stairways.
