YOUTH AND FAMILY SERVICES COMMISSION - Draft
MINUTES OF THE SPECIAL MEETING OF FEBRUARY 9, 2010

I. |
Call to Order: Chairman Barnes called the meeting to order at 5:07 p.m.

Executive Session (Interview and Discussions Concerning Candidate for Position of Youth and Family Services Director) : Chairman Barnes made motion to go into Executive Session; Viggiano seconded. Vote taken and the motion was unanimously approved. Chairman asked that the minutes reflect that the Commission invited Administrative Assistant Linda McCall to remain for the Executive Session. Commission exited Executive Session at 6:12 p.m. |

Discuss and act on the search committee’s recommendation regarding the appointment of the new Youth and Family Services Director: Vigianno made motion to act on the recommendation of the Search Committee to approve the hiring of Heather McNeil as Director of Youth and Family Services. Welsh seconded the motion. Vote taken and the motion was unanimously approved.

IV. |
Discuss and act on interim administrative stipend: Vice Chairman Welsh initated discussion. She noted the Youth and Family Services staff have stepped up to do more than what they were hired for during this transitional period. She also reported she had discussed with First Selectman that Chairman Barnes has stepped up twice in a leadership capacity for the Agency and believes that he should be compensated for it – that he has not been compensated for it otherwise via his police salary. Welsh made motion to recommend to the Board of
Selectmen that a stipend in the amount of $1,000 be paid from the Director’s line item to Sam Barnes, Interim Acting Director. Shearer seconded the motion. Vote taken and the motion was approved with one abstention (Chairman Barnes abstained).

Comments and/or Concerns from Commissioners: 1. Welsh made motion that the Commission recommends that the Youth and Family Services staff be formally recognized by the Board of Selectmen for their outstanding performance during the absence of a Director. Ruth seconded the motion; vote taken and the motion was unanimously approved. 2. There was discussion and consensus from the
Commission to send a letter to the Police Commission with a cc to the Chief of Police and the Board of Selectmen acknowledging Sam Barnes’ hard work and thanking them for allowing him to do it.

Adjournment: There being no further business to discuss Allen made motion to adjourn; Ruth seconded and the meeting adjourned at 6:30 p.m.
