SPECIAL MEETING MINUTES

Thompson and Ingham Hill Neighborhood Public Education Session

Wednesday, January 26, 2009

Members of the Town of Old Saybrook Water Pollution Control Authority met on Wednesday, January 28, 2009, in the Pasbeshauke Pavilion at Saybrook Point Park, College Street Extension, Old Saybrook, Connecticut to conduct a neighborhood Public Education Session.

In Attendance: Chairman Pavel Wilson, Vice Chairman Elsa Payne, Secretary George Gwizd, Chuck Wehrly, Coordinator Don Lucas, Info. Specialist Robbie Marshall and members of the public.

I.     Call to Order and Pledge of Allegiance

The meeting was called to order by Chairman Pavel Wilson at 7:10PM.

II.    Introduction

Chairman Pavel Wilson welcomed the assembly and reviewed the agenda.

III.   Public Information Presentation for Thompson and Ingham Hill

A 30-minute video was shown which contained an overview of the Decentralized Wastewater Management Program and the WPCA’s role, the history and legal aspects of the program, the highlights of the Facilities Plan and technical aspects, a summary of how property usage has changed, impacts to the Town and focus areas, and financing of the program.  These segments were presented by Chairman Wilson, Attorney John Wertam from Shipman & Goodwin, Peter Grose, engineering consultant from Fuss & O’Neill, and 1st Selectman Michael Pace.

After the video, a PowerPoint presentation reviewed the maps and lots of the 2 neighborhoods; types of upgrades expected, breakdown of costs, implementation schedule, and what will occur on the properties when the process begins.

IV.    Questions From the Public

A member of the public asked how come the process has taken so long (20 years)? Coordinator Lucas explained that initially the DEP had taken a hard line and would only sanction a sewer system/treatment plant.  Over time their approach has lightened and through the mediation process they have come to reach a compromise with the WPCA; to accept the onsite approach in the wastewater management district. 

There was a question about how AT systems would be chosen and if the Health District would be involved.  The AT systems will be chosen by the WPCA specially for application in the focus areas with specific conditions in mind and designed to fit the lot.  The Health District would be involved, particularly with the conventional system upgrades.  The AT systems would be the WPCA’s responsibility. 

There was a question on how the areas of Town were chosen for the WWMD.  The history of the focus area selection was explained.

The discussion continued on the different types of AT systems and how they are installed along with questions pertaining to particular lots.

Surveys were distributed and the audience gave the WPCA verbal and written feedback on the program.

V.     Adjournment.

The meeting ended at 8:30PM.
