MINUTES of SPECIAL TOWN MEETING  -  August 13, 2018

MINUTES of Special Town Meeting held August 13, 2018, 7:00 p.m., in the Old Saybrook Town Hall first floor conference room, 302 Main Street with approximately 15 persons attending.

Carl Fortuna, First Selectman, called the meeting to order and led the Pledge of Allegiance.  Selectman Fortuna moved, seconded by Tom Stevenson and unanimously voted that Mark Caldarella serve as Moderator of this meeting.  The Moderator called on Sarah V. Becker, Town Clerk, to read the call of the meeting.

ITEM 1.  To act upon the recommendation of the Board of Finance and the Board of Selectmen to appropriate $45,000 from the Town’s Capital Non-Recurring account to supplement funds remaining from a Small Town Economic Assistance Grant to build three pickle ball courts in the Main Street Connection Park.  This is a minor modification of Phase 1B.

The Moderator called on First Selectman Fortuna who reviewed this request.  He noted that pickle ball is a multi-generational paddle sport that has become extremely popular with many interested in participating. He explained the area where three (3) courts will be built and the funding needed.  A conduit will be installed to accommodate lighting as a future plan. These courts have a utilitarian value beyond “pickle ball” and they will not be completed before spring.  The Park and Recreation will have authority over the courts.
Selectman Fortuna also advised of an additional 1+ acres that will be developed in the future.
Comments and concerns were heard from Jay Rankin, Pauline Kezer and Robert Bubello.

On a motion duly made, seconded and unanimously voted, ITEM 1 was ADOPTED.

ITEM 2.  To act upon the recommendation of the Board of Selectmen and, as authorized under the provisions of Section 13a-48 of the General Statutes of Connecticut, to accept as a municipal highway the following:
  • Bethel Heights:  Bethel Heights is a highway extending in a general westerly
Direction from its intersection with Ingham Hill Road, a distance of approximately
1,078 feet.

  • Wisteria Lane:  Wisteria Lane is a highway extending in a north-northwesterly
Direction from its intersection with Bethel Heights, a distance of approximately
580 feet.

The Moderator called on First Selectman Fortuna who advised that all roads to be accepted by the Town must meet strict regulations and this is a procedure adhered to without exception.  Selectman Fortuna recommended acceptance of these two roads which meet the required specifications.
Comments were heard from Robert Bubello and Tom Stevenson.

On a motion duly made, seconded and unanimously voted ITEM 2 was ADOPTED.
Bethel Heights and Wisteria Lane are approved as Town Roads.

On a motion duly made and seconded, it was unanimously voted to adjourn at 7:25 p.m.
