MEETING OF THE BOARD OF SELECTMEN

Tuesday, August 14, 2018
3:30 P.m.
Town Hall – First Floor Conference Room
MINUTES

PRESENT:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Carol Conklin and members of the public.

I.      CALL TO ORDER- First Selectman Fortuna called the meeting to order at 3:30 p.m.

III.    COMMENTS FROM THE PUBLIC-None
IV.    COMMENTS FROM THE SELECTMAN- The First Selectman commented on the following: CRAHD’s warning of standing water and increased West Nile Virus activity (Carol Conklin suggested this be sent to all the Beach Association Presidents), the activities of the Facilities Director over the past year, the awarding of the Community Connectivity Grant to complete the sidewalks on Route 1, the West Hartford Fire Department hiring a consultant to perform staffing, company deployment and other work function study (mentioned as a result of item A under Roman numeral VI below) and, finally, the preliminary financial results of the 2018 Fiscal Year, which were presented by Lee Ann Palladino, the Town’s Finance Director. With regard to the financial results, the town’s estimated surplus is approximately 1m dollars, raising the Rainy Day fund to over 14%, the stated policy of the Board of Finance being 15%. Revenues exceeded estimates by $446,000 and expenditures were $642,000 in the black. The revenue picture was assisted by better than expected State aid and strong back tax collection. The Expenditure side was bolstered by police outside services and the Acton library having many vacancies, most of which have now been filled.

VI.     BUSINESS BEFORE THE BOARD
          A.   Discussion and possible action to approve a Request for Proposal concerning an Assessment of the Organizational Structure and
                 Staffing of the Old Saybrook Department of Police Services.
An overview by the Chief of Police and the First Selectman was presented. This has been a long road to get here, but this organizational and staffing study should answer questions for the Town. The Police Commission has endorsed this RFP unanimously. Dates are set and the RFP will go out on August 20, 2018. See attached.
          B.   Discussion and possible action Overtime Policy.
After lengthy discussions with a labor counsel who examined our particular situation, it was determined that a policy is not needed. The Town will follow the FLSA, closely monitor instances where workers are in two different positions at two different pay rates. In addition, overtime will be discouraged and the Department Heads have been informed of this.
          C.   Discussion and possible action Mariner’s Way Tax Increment Financing (TIF) schedule.
The First Selectman shared a time frame put forward by the consultant for a timetable to get a TIF enacted in Mariners Way.
          D.   Discussion Fire Marshal Office fee schedule change. Tabled
         E.    Discussion and possible action on a resolution:  National Drive Electric Week

        F.   Appointments
               1.   Economic Development Commission – Re-appointment alternate member Judy Ganswindt.  This is a two year term due to expire 08/2020.

               2.   Zoning Board of Appeals – Alternate vacancy.  This is for the unexpired portion of a two year term due to expire 11/2019.

Motion to appoint Charles Gadon as an alternate member on the Zoning Board of Appeals, a two year term due to expire 11/2019.

VII.    COMMENTS FROM THE SELECTMEN- Carol Conklin asked the Chief whether the recent break-ins on Main Street were out of the ordinary concerning. He said they are not and are working on recent activity.
