SPECIAL MEETING MINUTES OF THE BOARD OF SELECTMEN

Tuesday, August 7, 2018
3:30 P.m.
Town Hall- First Floor Conference Room

PRESENT:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Carol Conklin and members of the public

I.       CALL TO ORDER- First Selectman Fortuna called the meeting to order at 3:30 p.m.
II.      PLEDGE OF ALLEGIANCE- Recited
III.     COMMENTS FROM THE PUBLIC- Susan Esty expressed her concerns about the ability to access the Preserve if in fact the end of Ingham Hill Road was transferred. Mr. Fortuna commented that all rights of access, pedestrian, emergency and forestry, will be preserved. Bob Lorenz commented that this is a long standing issue and the town needs to keep thinking long term. He will think more about it but would like to see enforcement if traffic is a problem. The Preserve is new to Town Ownership and he wants careful consideration of this. Barbara Maynard also was concerned about access and thought better signage might help.
IV.     COMMENTS FROM THE SELECTMAN:  Carol Conklin commented on last month’s SMART discussion. She and Susan Esty commented on better educating what people are throwing away and recycling; Ms. Esty would also like to see less bubble wrap on everything that is boxed and shipped. Ms. Conklin asked if this program would apply to contractors, which it would. All agreed broad distribution of the “What’s in What’s out” brochure would be helpful.

VI.     BUSINESS BEFORE THE BOARD
A.     Discussion and possible action on referral to the Planning Commission: “Ingham Hill Road” Municipal Improvement to Transfer Ownership of Unimproved Portion of Terminus of Ingham Hill Road-17,526 s.f.
The First Selectman stressed that this is simply a referral to Planning to discuss. Ms. Nelson was concerned that if this road is no longer public, there could be an issue with frontage on a public road for both pieces.

E.   Appointments
1.   Connecticut River Gateway Commission. – Re-appointment regular member William Webb.  Appointment is a two year term due to expire 07/2020.
Mr. Fortuna commented on his meeting with Bill Webb who is enjoying his time on this Commission.

2.   Lower Connecticut River Valley Regional Agriculture Council – Resignation vacancy.
     Christine Nelson explained what this Council is and how they came across Kristy
     Benson of Bittersweet Farm as a candidate. Ms. Benson talked a little bit about
     what she does and is looking forward to being Old Saybrook’s representative.

Motion to appoint Kristy Benson as Old Saybrook’s representative to the Lower Connecticut River Valley Regional Agriculture Council.
