MEETING MINUTES OF THE BOARD OF SELECTMEN

Tuesday, July 10, 2018
3:30 P.m.
Town Hall – First Floor Conference Room

PRESENT:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Carol Conklin and members of the public.

I.     CALL TO ORDER- First Selectman Fortuna called the meeting to order at 3:30 p.m.
II.    PLEDGE OF ALLEGIANCE-Recited
III.   COMMENTS FROM THE PUBLIC-Approximately 15 members of the public were present to discuss their support for pickleball courts. Several people spoke and then the First Selectman suggested he inform the group of the plans going forward, which involve Zoning, Board of Finance, Board of Selectmen and Town Meeting. Cost, surface type and attendance at meetings were topics covered.
IV.   COMMENTS FROM THE SELECTMAN - The First Selectman also commented on the Nehantic Bridge in Indiantown and the quality of life issues present in the small public space at the corner of Hartlands Drive and Pratt Road.
V.    APPROVAL OF MINUTES:  Special Board of Selectmen Meeting June 26, 2018.

VI.   BUSINESS BEFORE THE BOARD
A.     Presentation by Kristen Brown, Waste Zero-SMART Trash.
This was moved to the last item of discussion. Ms. Brown gave an hour long presentation giving her background, the background of her company and the lay of the land with regard to waste and recyclables. Ms. Brown explained the program and how well it works when implemented. She offered examples in Massachusetts and Maine. She understands the conversation is difficult but the Board agreed that given the monetary savings, the minimal (if any) cost to current transfer station users (which is likely much less than 40% of our population) and the environmental benefits, our community may be receptive. Ms. Brown’s presentation is attached hereto.
B.     Discussion and possible action to approve the Office of the Old Saybrook Fire Marshal recommendation for fee schedule change.
Pete Terenzi with support from the building official Tom Mackowicki came in to discuss potential fire marshal fees and how they may be collected in a streamlined fashion. Mr. Terenzi presented the board with his activity list and also a comparison of what some other towns are charging. The intent is not to hit residential customers, or to make business difficult but simply to charge fees for unusual/out of the ordinary or occasional services, as opposed to the day to day services. The Board of Selectmen will review.  The First Selectman will offer a proposed list to be discussed at the next meeting and speak with Town counsel regarding an ordinance.
C.     Discuss and act on an Agreement between the Visiting Nurse Association of Southeastern Connecticut (VNASC) and the Town of Old Saybrook July 1, 2018 through June 30, 2019.

D.     Discussion regarding Main Street Connection Park Phase 1B: Pickleball Courts. Completed under public comment.
E.    Appointments
       1.   Zoning Commission. – Alternate member vacancy.  This is for the unexpired portion of a two year term due to expire 11/2019.

Motion to approve the appointment of Justin Terribile as an alternate member on Zoning Commission.

VII.  COMMENTS FROM THE SELECTMEN- None
