MEETING MINUTES OF THE BOARD OF SELECTMEN

Tuesday, May 8, 2018
3:30 P.m.
Town Hall – First Floor Conference Room

I.       CALL TO ORDER- The meeting was called to order at 3:30 p.m.
Present: Carl P. Fortuna, Jr. and Carol Conklin.  Absent: Scott Giegerich
II.      PLEDGE OF ALLEGIANCE- Recited
III.    COMMENTS FROM THE PUBLIC- Bill Rosser spoke about a property on Middletown Avenue that has essentially fenced in a town paper road. He brought with him some maps and photographs. He is asking that this be remedied. The First Selectman acknowledged that this has been going on for nearly two years and that he would personally see to it that the road is opened. He thanked Mr. Rosser for his patience.
IV.    COMMENTS FROM THE SELECTMAN – The First Selectman commented, and wanted to make the Board aware, of the following:
A Request for Proposal (RFP) is out for the Chamber of Commerce repairs involving the roof, cupola, gutters etc.
The First Selectman, with what he expects to be a healthy surplus, would like to see additional sidewalk work completed this summer, especially along Old Boston Post Road and College Street. He will bring forth a proposal for approval at a town meeting.
The Town will be putting out an RFP for a pension actuary and a health and benefits broker soon.
He shared the latest financials, submitted monthly to the Board of Finance, through the month of April. Revenues and expenditures are tracking very well.
The First Selectman will bring forth an ordinance change for the following: Pension and Benefits Board that reflects the new 401a plan, a deletion of the town code chapter 189, “Swimming Pools” as it is redundant and stands in conflict with the State Code on this topic, a change in the ordinance allowing OSFD veterans with 25 or more years service, or probationary employees, to be allowed the $1,000 tax abatement (estimated cost= $15,000), a Use and Disposal of Fracking Waste ordinance and, lastly, a Demolition Delay ordinance.
A letter from Tim Conklin, President of the Cornfield Point Beach Association asking for the elimination of the parking spaces at Pratt and Hartlands due to abuse by the public, including littering, smoking and other unwanted activity.  The First Selectman stated he would seek the Town Planner’s opinion as to whether this would have to go to the Planning Commission.
Carol Conklin stated she is working with the Chamber of Commerce to come up with an idea that might take the place of the Saybrook Stroll. They are talking with business owners and hope to have a concept soon.

VI.    BUSINESS BEFORE THE BOARD
         A.   Discussion and action to approve the Connecticut Sports Foundation (CSF) application to participate in the 2018 Neighborhood  
                 Assistance Act (NAA) Program managed by the Connecticut Department of Revenue Services (DRS).
The CT Sports Foundation is again pursing a Neighborhood Assistance Act application, which requires a public hearing and must be approved by Town meeting before July 2.
          B.   Discussion and action to readopt Fair Housing Resolution.
         C.   Discussion and action to recertify the Fair Housing Policy Statement.
         D.   Discussion and action to recertify the Title VI Equal Opportunity Statement.
         E.    Discussion and action to recertify the Municipal Grievance Procedure.
         F.    Discussion and action to recertify the Affirmative Action Policy Statement.
         G.    Discussion and action to recertify the ADA Notice.
