MEETING MINUTES OF THE CONSERVATION MANAGEMENT COMMITTEE

Friday March 9, 2018
9:00 A.m.
Town Hall – First Floor Conference Room


I.     CALL TO ORDER-All members present. Ray Allen, Director of Parks & Recreation for the Town of Old Saybrook and Susan Esty, Chairperson of Parks & Recreation, also present. Also, Walker Holmes from The Trust for Public Land (TPL) by conference call.

V.    BUSINESS BEFORE THE BOARD
A.         The RFP for the Preserve Stewardship Plan-discussion and action on choosing a vendor.
The bids by GEI and LandTech have been reviewed by all, and GEI’s bid appears to be low but also satisfactorily responsive to the RFP. Will Hochholzer will discuss with GEI about receiving a statistically reliable survey. He feels the timetable for the work is aggressive but manageable. GEI is looking to meet in April. Ray Allen asked if there could be Ad Hoc committee representation, to which the CMC agreed. TPL will reach out to GEI to draw up and independent contractor agreement.
Moved, seconded and unanimously approved to award this contract to GEI.
VI.   OTHER BUSINESS
The State will be installing a “shield” sign on Route 153 to mark the Preserve. Carl Fortuna asked about the Ingham Hill parking area. Will Hochholzer stated that the State is working on an estimate and the lot will be funded through the State Trails program. Carl Fortuna asked about the State’s stewardship funds that were available with the purchase of the Preserve. Will Hochholzer stated the funds are still there and will likely start being used with the implementation of the GEI plan.
