MEETING MINUTES OF THE BOARD OF SELECTMEN

Tuesday, January 9, 2018
3:30 P.m.
Town Hall – First Floor Conference Room

PRESENT:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Carol Conklin and members of the public

I.     CALL TO ORDER- First Selectman Fortuna called the meeting order at 3:30 p.m.
II.    PLEDGE OF ALLEGIANCE- Recited
III.   COMMENTS FROM THE PUBLIC- None
IV.   COMMENTS FROM THE SELECTMAN:   The First Selectman commented on the interview process for the Library Director as well as the streetlight project commencing Monday, January 15, 2018. The Town Planner also noted that the Vicino Foy matter concerning the overlook in Cornfield Point would have to go to the Planning Commission for re-subdivision approval. Ms. Conklin expressed concern about the public parking "overstays", and garbage left behind by~those fishing, and food/beverage consumption. She mentioned that this has been upsetting to the neighbors there. Several residents have called the police but it is difficult to track arrival/departure time.

VI.    BUSINESS BEFORE THE BOARD
A.     Discussion Town Code Chapter 189 – Swimming Pools.
It was explained by the Building Official that the State Code on swimming pool fencing regulations conflicts with the Town Code. Since the State Code is preferred, it is recommended that this section of the Town Code be deleted.

Motion to add to the agenda an action item forwarding this proposed deletion from the Town Code to Town Meeting.

B.     Discussion and action to remove 98 Nehantic Trail from seasonal classification recorded in Volume 200 and approve as a year round dwelling.

D.     Appointments
1.     Pension and Employee Benefits Board.  Term re-appointment Rowena Moffett.  This is a five year appointment due to expire 01/2023.

VII.   COMMENTS FROM THE SELECTMEN- The First Selectman invited the Building Official to discuss the progress he is making on closing permits. The Building Official discussed the process and informed the Board he has closed over a 1000 permits.  This process will continue.
Also invited to join the Board was the Fire Marshal who spoke about the new software he  is using-CodePal- and how it helps him in the field with inspections. He is able to print and email to a customer at the time of the inspection which saves greatly on administrative expenses. He believes Old Saybrook is setting the bar in Connecticut with regard to creating inspection efficiencies.
He also spoke about a fee schedule and passed out a pamphlet of sample fees. He feels the Town should be charging for plan reviews, tank pulls and other inspections. He does not feel residents should be charged more but believes contractors expect these fees but Old Saybrook has no schedule in place. He will propose with the First Selectman some options.
