MEETING OF THE CONSERVATION MANAGEMENT
COMMITTEE FOR THE PRESERVE

Wednesday, September 6, 2017
1:00 P.M.
Town Hall – First Floor Conference Room
Minutes

Present: Will Hochholzer (DEEP), David Guthbart (TNC) and Carl Fortuna. Also attending were Kathy Connolly, Honor Lawler (TPL) and Town Planner Christine Nelson.

CALL TO ORDER-  First Selectman Fortuna called the meeting to order at 1:05 p.m.
BUSINESS BEFORE THE BORAD
Status of the 153 Parking Lot Project.
Project is moving along nicely and should be complete in about two weeks.
Status of Ingham Hill Parking Area.
Tabled
Update on Scout Project to remove wood material from Woods Road/Bridge Replacement.
Chris Cryder could give a better update so this matter was tabled.
Status of the RFP for Forestry Services.
This topic was discussed at length. A mandatory pre-bid was discussed but it was decided to simply have a question deadline with answers to be provided. It was agreed that there would be a 30 day bid period. Trust for Public Land (TPL) will handle the bid; Old Saybrook will hold the ultimate contract.  A public use assessment will be part of the Request for Proposal (RFP) but probably in the form of a survey. A procedural discussion ensued about technical details of the RFP. Another draft will be passed around and then the RFP should be good to go.
NEW BUSINESS
Invasives were discussed. Japanese stilt grass is a problem. Ms. Connolly will contact Fredi Castro to get a day of weedwacking in as this can help control this invasive. Also, David Guthbart will hike in the Preserve and keep a look out for any dangerous trees that should be removed near trails.
ADJOURNMENT – First Selectman Fortuna adjourned the meeting at 2:10 p.m.

Respectfully submitted,

Carl P. Fortuna Jr., First Selectman
