SPECIAL MEETING MINUTES OF THE BOARD OF SELECTMEN
Wednesday, November 8, 2017
6:00 P.m.
Town Hall – First Floor Conference Room
PRESENT: First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman
Carol Conklin and members of the public.
I. CALL TO ORDER- First Selectman Fortuna called the meeting to order at 6:00 p.m.
II. PLEDGE OF ALLEGIANCE-Recited
III. COMMENTS FROM THE PUBLIC-Fern Tryon spoke that she was happy to attend this meeting. She was informed that the Board of
Selectmen has an evening meeting once a month.
IV. COMMENTS FROM THE SELECTMAN-The First Selectman reminded the Board of the Annual Town Meeting which will take place
Monday, November 27, 2017 at the Old Saybrook Middle School auditorium. Agenda will follow.
V. BUSINESS BEFORE THE BOARD
A. Discussion and action to sign a resolution to authorize, sell and issue general obligation refunding bonds of the Town of Old
Saybrook.
Discussion by the First Selectman outlining an opportunity to move forward with refunding bonds. This was brought to our attention recently and we have chosen to move as quickly as possible in this rising interest rate environment. We will look at the possibility of refunding as many bonds as possible but may end up refunding less or more depending on bids from institutional investors.

Motion to approve the Board to sign a resolution to authorize, sell and issue general obligation refunding bonds of the Town of Old Saybrook.
MOTION CARRIED UNANIMOUSLY
VI. COMMENTS FROM THE SELECTMEN-We will have a meeting on November 21, 2017 prior to which the Board will be sworn in. At that
meeting, we will make bi-annual appointments and set the meeting schedule for the Board of Selectmen.
