MEETING MINUTES OF THE BOARD OF SELECTMEN

Tuesday, September 12, 2017
3:30 P.m.
Town Hall – First Floor Conference Room

PRESENT:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Carol Conklin and members of the public.

I.      CALL TO ORDER- First Selectman called the meeting to order at 3:30 p.m.
II.     PLEDGE OF ALLEGIANCE-recited
III.    COMMENTS FROM THE PUBLIC-none
IV.    COMMENTS FROM THE SELECTMAN – The First Selectman commented on: The Youth & Family Services project, the North Main Street project and the Main Street project. All are on time and on budget. He then discussed the Governor’s budget proposal and its effect on Old Saybrook. We are impacted the least in the entire county excepting Middletown and Chester. It appears a budget deal at the State level is close. The rumor is that municipal contribution to the Teachers’ Retirement will happen but will be phased in and may not occur in the 17-18 FY.
V.     APPROVAL OF MINUTES: Special Board of Selectmen Meeting August 31, 2017.

VI.    BUSINESS BEFORE THE BOARD
A.     Discussion of Delay of Demolition Ordinance.
The First Selectman went through the Notice Requirements changes. 1. Instead of publication in a newspaper, the town would place the application on the Town website. 2. Instead of certified mail, email notification would be sufficient and 3. The sign on the property would be supplied by the town to ensure uniformity. The First Selectman indicated he would now speak with the Town Planner to determine if she would like to run these amendments by various Land Use boards. The ordinance will come back to the Board of Selectmen.  Tedd Levy queried why it has been six months since the last action and how the Board of Selectmen will handle the prior approval and recommendation of the ordinance to Town Meeting. The First Selectman said he would address this. Mr. Levy also asked why change the ordinance from what was previously discussed. The First Selectman indicated that he felt the changes reflected the discussions of more boards and commissions than just the Planning Commission.
B.     Discussion and action to remove 67 Middletown Avenue from seasonal classification recorded in Volume 200 and approve as a year round dwelling.
