MINUTES of SPECIAL TOWN MEETING  -  July 25, 2017

MINUTES of Special Town Meeting held July 25, 2017 at 7:00 p.m. at the Old Saybrook Town Hall first floor conference room, 302 Main Street, Old Saybrook, Connecticut with approximately 18 persons attending.

Carl Fortuna, First Selectman , called the meeting to order and led the assembly in the Pledge of Allegiance.  Carl Fortuna moved, seconded by Thomas Stevenson and unanimously voted, that Jason Becker serve as Moderator of this meeting.

Moderator Becker asked the Town Clerk, Sarah V. Becker, to read the call of the meeting.

ITEM 1.  To act upon the recommendation of the Board of Finance and the Board of Selectmen to
        appropriate a sum not to exceed $123,000 for the purpose of performing lead abatement and       
reconstruction  of the Youth & Family Services building located at 322 Main Street, Old Saybrook, Ct.  
        Said funds for this project are to be taken from and paid out of the Town’s Municipal Reserve
        Fund (Capital Non-Recurring Fund).

Tom Stevenson moved, seconded by Heather MacNeil to approve Item 1.
Youth & Family Services Director, Heather  MacNeil and her staff will move to Town Hall while the work is being done.  His hope is that they will be able to move back to their offices by the opening of the schools.   Selectman Fortuna also explained that the Capital Non-Recurring Fund is used for undesignated expenditures which are approved by Town Meeting.
Selectman Fortuna introduced Dan Moran, Project Manager, who explained the bid process and spoke to the scope of the project, keeping some of the historical characteristics intact.  Selectman Fortuna wants a long term solution updating the building which will save money in the long run.
Following discussion Moderator Becker called for a vote and Item 1 was ADOPTED unanimously.

ITEM 2.  To act upon the recommendation of the Board of Selectmen, and with the approval of the
         Old Saybrook Planning Commission, to grant a non-exclusive driveway easement over property   
        of the Town of Old Saybrook to Robert F. and Jean F. Hester, Trustees for the driveway access to        the residential premises situated at and known as 108 Old Boston Post Road, Old Saybrook,
Connecticut.  The proposed easement area is 17 feet in width and is parallel to the easterly boundary line of the Hester’s property for a distance of 301.38 feet.  The proposed easement is shown on a map entitled “PROPERTY SURVEY PREPARED FOR ROBERT F. & JEAN F. HESTER 108 OLD BOSTON POST ROAD OLD SAYBROOK , CONNECTICUT ASSESSOR’S MAP 29/LOT 100 SCALE 1 INCH = 20 FEET” dated August 14, 2015, revised through September 15, 2015, a copy of which is on file in the Old Saybrook Town Clerk’s Office.

Tom Stevenson moved, seconded by Karyn Hester to approve Item 2.
Selectman Fortuna advised this request is exactly the same easement granted to the Hester’s neighbor and is granted strictly for access rights to the property.
Following discussion Moderator Becker called for a vote and Item 2 was ADOPTED unanimously.

On a motion duly made and seconded, it was unanimously voted to adjourn at 7:25 p.m.
