MEETING OF THE BOARD OF SELECTMEN

MINUTES

PRESENT:  First Selectman Carl P. Fortuna Jr, Selectman Carol Conklin, Selectman Scott Giegerich.

I.    CALL TO ORDER
II.      PLEDGE OF ALLEGIANCE- Recited
III.      COMMENTS FROM THE PUBLIC- none at this time
IV.     COMMENTS FROM THE SELECTMAN: The First Selectman commented on the following: The cost and timing of the Youth & Family Services exterior repairs are now coming into focus now that bids have been opened. We estimate the project may cost $125,000; medical plans will change for elected and appointed officials to reflect what has been achieved with other bargaining units; despite the state fiscal mess, the town expects to end the year on budget and heads into the new fiscal year in good shape even with some dire financial projections from the state; the LOTCIP money for North Main Street has been wired into the Town’s account (1.3m); the building official advertising closes this Friday; Mill rates from other towns were reviewed and compared to what Old Saybrook did.

VI.   BUSINESS BEFORE THE BOARD
A.   Discuss and act on an Agreement between Visiting Nurse Association of
   Southeastern Connecticut (VNASC) and the Town of Old Saybrook July 1,
   2017 through June 30, 2018.
   The First Selectman noted that the Public Health Nursing Board recommends the  
   VNASC. The First Selectman was authorized to sign.

Motion to approve Agreement between Visiting Nurse Association of Southeastern Connecticut (VNASC) and the Town of Old Saybrook July 1, 2017 through June 30, 2018.
   MOTION CARRIED UNANIMOUSLY
B.   Discussion of Deputy Fire Marshals rate of pay.
  Several deputies have noted that the rate of pay should be increased from $25/hour.
C.   Appointments
1.    Acting/Interim Fire Marshal.  Vacancy appointment.  This is a two year
appointment due to expire 11/21/2017.
The First Selectman noted that the Town’s Fire Marshal resigned 1.5 weeks ago. The candidate in front of the Board of Selectmen is a former State Police LT. Colonel with his necessary certifications. The First Selectman believes this will re-establish public trust in this office.  Carol Conklin noted that the Fire Marshal is appointed for a two year term this November. The First Selectman will check with Town Counsel to see how this affects the six month contract.

2.  Acton Public Library.  Vacancy appointment.  This appointment is for the unexpired portion of a six year term due to expire 11/2019.

Motion to approve appointment of Mike Urban to the Acton Public Library Board.

3.  Connecticut River Gateway Commission. Vacancy appointment.  This is a two year appointment due to expire 07/2018.

4.  Zoning Commission.  Vacancy alternate appointment.  This appointment is for the unexpired portion of a two year term due to expire 11/19/2017.

Motion to approve appointment of David Papandrea as an alternate on the Zoning Commission.
