Board of Selectmen Minutes 05/09/17
MINUTES

PRESENT:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Carol Conklin absent (vacation), Police Chief Michael Spera and members of the public.

CALL TO ORDER- First Selectman Fortuna called the meeting to order at 3:30 P.M.
PLEDGE OF ALLEGIANCE-Recited
COMMENTS FROM THE PUBLIC- Police Chief Michael A. Spera asked the Board if it would consider a Proclamation declaring next week Police Officer week. The Board will oblige and issue a Proclamation honoring Old Saybrook’s finest.
COMMENTS FROM THE SELECTMAN: State Certification Program for Registrars – Joan Broadhurst.
Ms. Broadhurst was a member of the first class to become certified as a registrar. Joan Strickland is in the process.
APPROVAL OF MINUTES: Board of Selectmen Meeting April 25, 2017.
With the amendment that the word “special” should go before the last meeting minutes.

BUSINESS BEFORE THE BOARD
Discussion tax increment financing.
A handout was reviewed.  Attorney Andreana met with Town Planner, Economic Development Director and the First Selectman a few weeks ago to discuss this legislation. It is a very flexible tool for economic development, one that should be considered a tool in the toolbox. It will not help just any area but rather an area that might need a push to be developed. Mariners’ Way seems logical. This is on the agenda because it is an item that may come before the Board in the future.

Appointments
Regional Mental Health Board.  Term re-appointment Marston Ladd.  This is a two year term due to expire 06/2019.

Motion to reappoint Marston Ladd as the Old Saybrook Representative to the Region II Mental Health Board.

COMMENTS FROM THE SELECTMEN- The First Selectman read a retirement letter into the record from Don Lucas (attached). The First Selectman noted that Mr. Lucas has been invaluable as a resource and he will be missed. Last day in the office will be end of September. A job description will be developed and advertised.
