MINUTES of SPECIAL TOWN MEETING – June 12, 2017


MINUTES of Special Town Meeting held June 12, 2017 at 7:00 p.m. at the Vicki G. Duffy Pavilion, 155 College Street, Old Saybrook, Connecticut, with approximately 20 persons attending.

Carl Fortuna, First Selectman, called the meeting to order and led the assembly in the Pledge of Allegiance.  Carl Fortuna moved, seconded by Scott Giegerich and unanimously voted that Christina Antolino serve as Moderator of the meeting.

Moderator Antolino asked the Town Clerk, Sarah V. Becker, to read the call of the meeting.

ITEM 1.  To act upon the recommendation of the Board of Selectmen to approve two applications for the Neighborhood Assistance Act (NAA) (Connecticut General Statutes Sections 12-631-12-628):

  • The Connecticut Sports Foundation Against Cancer:  $150,000
Based on the NAA’s Energy Conservation Program tax credit of 100%.
  • The Katherine Hepburn Cultural Arts Center:  an amount up to
$150,000’ based on the NAA’s Energy Conservation program tax
Credit of 100%

Questions raised were responded to by Selectman Fortuna.  He noted that the money will be used for energy.
On a motion duly made and seconded, ITEM 1 was unanimously ADOPTED.

ITEM 2.  To act upon the recommendation of the Board of Selectmen to sell a single-family dwelling house and lot situated at and known as 185 Bokum Road, Old Saybrook, Connecticut, for the purchase price of $200,000.00.  The proposed sale was referred to and approved by the Old Saybrook Planning Commission.  Said premises are part of the property purchased by the Town of Old Saybrook on April 30, 2015 from the Trust for Public Land as part of the area known as “The Preserve”.

Selectman Fortuna explained difficulties experienced by the developer which led to the property purchase by the Town.  Bounding 185 Bokum Road is 30 acres of “Preserve” land as well as a 30 foot right of way.  The Planning Commission approved the sale of this Town property by public auction.  The procedure followed was the same as banks use to do foreclosures.  Appraisal on 185 Bokum Road was $220,000.  We were looking to liquidate this liability to the Town as there was a person living there.  Selectman Fortuna further advised that the Board considered this a “distressed sale” and the condition of the house is “average”; attached apartment is mold infested.  Chris Reed is the occupant of the house and will purchase it for $200,000 which the Board considers a fair price due to the appraisal and improvements that must be made to the property.

On a motion duly made and seconded ITEM 2 was unanimously ADOPTED.

On a motion duly made and seconded it was unanimously voted to adjourn at 7:15 p.m.
