MINUTES

I.      CALL TO ORDER- Meeting called to order at 2:30 p.m.

V.   APPROVAL OF MINUTES: Board of Selectmen Meeting April 11, 2017.

VI. BUSINESS BEFORE THE BOARD
  • Discussion and possible action for conversion of a seasonal dwelling: 25 Beach Road West.
All approvals in file. Owner will eventually update per WPCA standards.

  • Discussion and action on authorizing the First Selectman to enter into a contract to purchase the town streetlights and contract with a vendor to install and maintain LED streetlights.
The First Selectman introduced Woodie Weiss, Chair of the Madison Energy Committee. He has helped the town craft its RFP so as to compare “apples to apples” from the 4 vendors (Tanko, Powersecure, Real Term Energy and Siemens). Mr. Weiss explained the type of lights that were quoted and felt they were very high quality fixtures. He also feels, with Siemens being the low bidder, it is better to have one company on the job-there are no subcontractors with this company. He also felt that, with the 10 year warranty on the lights, and a first year warranty for anything that goes wrong, paying a time and materials fee for maintenance makes a lot more sense than going with a fixed fee maintenance contract. His calculations are that Old Saybrook will end up paying no more than 15k per year for electricity and maintenance, a savings of approximately 130k. However, the town will have costs for approximately 3 years as it repays the loans to purchase the streetlights and the fixtures. Mr. Fortuna thanked Mr. Weiss for his time and expertise in helping the town make such an important aesthetic and financial decision.

Motion to approve to allow the First Selectman to enter into a contract to purchase the town’s streetlights from Eversource and to contract with a vendor to install and maintain said lights.

  • Appointments
  • Shellfish Commission.  Vacancy (resignation). Appointment is for the unexpired portion of a two year term due to expire 11/2017.

  • Discussion with students about Town Government- none present
VII.   COMMENTS FROM THE SELECTMEN
   Carol Conklin asked, for appointed boards, should a letter of interest be sent to the First Selectman? The answer was yes.  She also     suggested to the Superintendent of Schools different way to get kids interested in civics. One way may be to let them know that   
    the town could be a future employer.
VIII.  COMMENTS FROM THE PUBLIC – None.
IX. SCOPE REVIEW: North Main Street Reconstruction
The next 45 minutes or so were devoted to the contractor interested in performing the work on N. Main Street, Mizzy Construction. The First Selectman started the conversation by stating how important this job is to the town, that this will occur in the middle of summer, that this is the center of downtown, a gateway to Main Street and that all the professionals sitting around the table were indicative of the importance of this job. The Town wants to make sure Mizzy can do the work, understands the scope, is not overburdened with other work and is familiar with the difficulties of this particular job.
Geoff Jacobson explained the difficulties with the utilities in the road, the tightness in the road and the significant traffic on the road. He asked how trenching would be completed and the response was trench boxes, which the company owns. The police chief asked about traffic concerns and was told their safety expert, a well renowned safety professor, would put together a plan. He also asked about change orders. Adam Dawidowicz also asked several questions about which employees would be on the job. Other questions concerned where the company would stage equipment. The Finance Director asked if they had any material financial issues that may impact their ability to do the work. Larry Bonin asked if they were familiar with stenciled concrete.

The company was informed there would be a lot of “eyeballs” on this job and that public relations was also very important.
