MEETING OF THE BOARD OF SELECTMEN

Tuesday, April 11, 2017
3:30 P.m.
Town Hall – First Floor Conference Room
MINUTES

PRESENT:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Carol Conklin absent due to a medical appointment, Police Chief Michael Spera and members of the public.

I.       CALL TO ORDER- Meeting called to order at 3:30 PM.
II.      PLEDGE OF ALLEGIANCE-Recited
III.     COMMENTS FROM THE PUBLIC-Fern Tryon commented on the light at Old Boston Post Road and Route 1 and that it is not working (tripping) properly. She also asked how long the detour would be on Route 1 for the Center Bridge Culvert repair. The Chief of Police responded that it would likely be 5 days. She also had concerns that the Tobacco lounge on Main Street should have an “over 18” sign prominently displayed. Marc DelMonico spoke in support of the Youth & family Services building appropriation.
IV.      COMMENTS FROM THE SELECTMAN: Police Department EMS “thank you”. Ann Kloter sent a thank you to the Old Saybrook Police Department for responding to an emergency call for her husband.
V.       APPROVAL OF MINUTES: Board of Selectmen Meeting March 28, 2017.

VI.      BUSINESS BEFORE THE BOARD
A.     Discussion and possible action on request to allocate 40k for repair/painting of the Youth & Family Services building ($35,280 plus 10% contingency).
The First Selectman noted that bids were solicited from 3 painting companies. The estimate to scrape and paint is approximately $25,000 but there figures to be at least $10,000 in carpentry and re-pointing.

B.       Discussion and action to Call Town and Board of Education budget to Town Meeting and Referendum.
The First Selectman spoke to the financial position of the town vis a vis the state budget. He felt the town is well positioned for whatever may come in the biennial budget.

C.       Scope review North Main Street Reconstruction:  B&W Paving & Landscaping LLC.
The next hour of the meeting was devoted to the scope review. The First Selectman welcomed B &W Paving & Landscaping, LLC, informed them of how important this project was to the town, that this is a busy road with lots of new development, that delay is unacceptable once the job starts, that the people at the table represent the significance of the job, that the low bid being 25% lower than the next bid should be discussed to make sure the numbers are good. Geoff Jacobson started the meeting by asking about sheeting/bracing and trenching to make sure that B & W was aware of the significant amount of this work required. In addition, utilities were discussed and how tight the work would be in the roadway. He discussed traffic and a traffic protection plan, that there would likely be a need for a portable light. Chief Spera asked about a traffic plan, change orders in said plan, asked about conforming with signage as required on the job, asked some safety questions. Frank Dawidowicz mentioned that 10 days before staging, there would be a work zone safety meeting. He also asked if B & W was familiar with LOTCIP paperwork. Larry Bonin asked who the concrete subcontractor would be. B & W named a few other subcontractors and said a traffic safety person would be subcontracted. The Finance Director asked some questions about Department of Labor violations and UCC filings. The First Selectman followed up with questions about B & W’s capacity to handle the work given what they are currently involved with and what they have been awarded. He asked about staging and reviewed references with B & W. B & W responded to all questions.
