I.      CALL TO ORDER

    III.    COMMENTS FROM THE PUBLIC-Tom Stevenson handed out a vehicle checklist form for DPW equipment that he thought could assist
                with safety and maintenance. All other comments were held until discussion of demolition delay.
IV.   COMMENTS FROM THE SELECTMAN: The First Selectman discussed the bids for the Main Street Connection Park and North Main
        Street. Carol Conklin discussed the marketing plan submissions that should be coming in shortly.
V.     APPROVAL OF MINUTES: Special Board of Selectmen Meeting February 7, 2017and Board of Selectmen February 28, 2017.

VI.    BUSINESS BEFORE THE BOARD
  • Discussion and action proposed Flood Permit Application Fee Increases effective May 1, 2017.

  • Discussion and action to assign a municipal employee to act in the capacity of Municipal Administrator to be responsible in charge of the LOTCIP project: North Main Street.
The First Selectman discussed the North Main Street project and how there has to be a local administrator according to the regulations. Town Building official Don Lucas will be that person.

  • Discussion and possible action on waiver of Bid Ordinance, Town Code, Chapter 5, Section 5-3B, to select a vendor from the Connecticut Conference of Municipalities pre-qualified list of vendors in response to its “street lighting request for qualifications” of May 2014.
The First Selectman discussed the role of CCM in prequalifying vendors for this project and noted how many, if not all towns in the state that are doing this conversion, are choosing off this list. This is the type of activity we pay CCM to do in our dues. The First Selectman also would like to add Siemens International to the list. He will put out a specification sheet to the potential vendors and form a committee to make the choice (Finance Director, First Selectman, IT and Facilities).

  • Discussion of Delay of Demolition Ordinance and possible referral of said ordinance to Town meeting for adoption.
The First Selectman went over the various board and commission recommendations, including Planning (see attached). Carol Conklin asked Tedd Levy if the Historical Society had funds to at least place a deposit on a house with historical significance if that opportunity arose. He said they do not but felt this is why time is needed to raise funds and awareness, noting that some historical publications are quarterly which eats in to the time needed to raise funds. Linda Kinsella had concerns about sellers purchasing without knowledge of the ordinance and then wanting to demolish and rebuild. The First Selectman stated that the ordinance would not allow this and that the ordinance itself is notice to all potential purchasers. Questions were asked about homes of the federal registry, and they are subject to different restrictions, although not demolition delay. Tedd Levy said that although the proposed ordinance by the Planning Commission is not everything that the Historical Society wants, he feels it is a good compromise. Don Lucas suggested that the 30 day review period be explained well to contractors and the public so that they don’t think every home 75 years and older will be demolition delayed. Scott Giegerich commented that this seemed to be a healthy collaborative process amongst many commissions and outside groups and supported the ordinance.  Carol Conklin mentioned that the supporters of the ordinance were willing to come out and she appreciated that. There was some discussion regarding the role of Attorney Branse in the process. The First Selectman stated that he felt Attorney Branse clearly stated pros and cons, yet followed the direction of the client (Town of Old Saybrook).

  • Appointments
  • Water Pollution Control Authority.  Vacancy (elevation) alternate member.  Appointment is for the unexpired portion of a two year term due to expire on 12/2018.  John Giannini was nominated as an alternate for this Authority. He is a civil engineer with DOT.

  Motion to appoint John Giannini as an alternate member to the Water Pollution Control Authority.
