MEETING MINUTES OF THE BOARD OF SELECTMEN

Tuesday, January 24, 2017
7:00 P.m.
Town Hall – First Floor Conference Room

PRESENT:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Carol Conklin and members of the public.

I.      CALL TO ORDER
II.     PLEDGE OF ALLEGIANCE-Recited
III.    COMMENTS FROM THE PUBLIC-Renee Shippee asked whether there would be any discussion on lighting the field at Old Saybrook High School.  Mr. Giegerich said there will be a discussion yet to come, but not tonight. Susan Esty and Eleanor LaPlace commented on what an excellent gathering was held at the Sister March on the town green on January 21st and thanked the town and the police for their courtesy.

BUSINESS BEFORE THE BOARD (Ms. Conklin arrives)
  (by consensus, the agenda was discussed in the following order (E, B, C, A, D, F, G)
A.    Discussion of Delay of Demolition Ordinance and possible referral of said ordinance to Town Meeting for adoption.
The First Selectman discussed a bit of the history behind this, and then discussed the pertinent revisions that he made with Attorney Mark Branse. Changes include a 120 day delay, not 180; a historical review committee that can vote to end the delay if objection is received. If no objection, demo permit may issue. Tedd Levy asked the ordinance be tabled. He felt other boards and commissions need more time to weigh in and that the changes made are worthy of discussion, agree or disagree. Mr. Gray asked if a house on the National Registry can have a 6 month delay, while everything else is 120. The Board of Selectmen had no quarrel with tabling the ordinance.

B.    Discussion FY-17-18 Budget.
The First Selectman noted what he thought to be an excellent meeting with the Board of Finance this past Saturday. The Old Saybrook Fire Department and Acton Library were discussed, as well as many other smaller departments. Park & Recreation will be next Tuesday.
C.    Discussion Garbage Bid FY- 17–18.
The bid by All Waste came in $4,000 higher due to the need to place recycle containers next to ALL trash containers (a newer state mandate).

Motion to enter into Executive Discussion to discuss legal strategy in police negotiations.

The Board came out of this session at 7:47 p.m.
D.     Discussion and action on settlement of Police labor contract: To Approve the terms and the funds necessary to implement the settlement agreement between the Town of Old Saybrook and the Old Saybrook Police Union dated January 9, 2017.
The First Selectman went over the highlights of the agreement, and noted that the signed agreement will be available in the Town Clerk’s office when fully executed.

F.   Executive Session pursuant to CGS Section 1-200(6)(B)-Strategy and negotiations with respect to pending claims against the Town-High School Turf Field Project.

Motion to enter into Executive session at 7:48 p.m.

The Board came out of this Executive Session at 7:55 p.m.
G.   Resolution Regarding High School Turf Field Project- Action Requested  The First Selectman discussed the settlement. Settling the action avoids the cost and risk of arbitration. This litigation was defended and paid for by the Board of  Education and they also directed the defense of the case. The Board of Selectmen were kept apprised of developments.

VII.    COMMENTS FROM THE SELECTMEN- The First Selectman discussed the drafting of the 401a plan for the town Pension Board. He also  mentioned the Economic Development Commission request for funding for a marketing plan.
