MINUTES OF SPECIAL MEETING OF THE BOARD OF SELECTMEN

Tuesday, December 27, 2016
10:00 AM
Town Hall – First Floor Conference Room

I.      CALL TO ORDER- First Selectman called the meeting to order at 10:00 am
II.     PLEDGE OF ALLEGIANCE- recited
III.    COMMENTS FROM THE PUBLIC- none
IV.    COMMENTS FROM THE SELECTMAN:  The First Selectman commented on the following:
               a.   The joint meeting schedule with the Board of Finance. Dates are January 17, 21 and 30th.
               b.   Joining the Connecticut Tourism Coalition: The Town has been asked to join at the $250 level and will become a member of this                          rapidly growing and important organization. The First Selectman commented on how funding has been reduced
                    although it returns $3 for every dollar appropriated.
               c.   Streetlight purchase would yield immediate savings to the town, perhaps as much as $70,000 per year. This will be a                                               recommended budgetary item for ’17-18 with a streetlight retrofit “Request for Proposal” to follow for LED lights.
               d.   He shared with the Board of Selectmen the RIVERCOG legislative agenda.
               e.  Informed the Board that there will be a recommendation to amend the Town’s Bid ordinance to not be in conflict with State or                              Federal Grant or Loan Programs which prohibit bid preferences for local bidders.

VI.     BUSINESS BEFORE THE BOARD
               A.   Discuss and act on the Call of a Special Town Meeting, January 3, 2017, Old Saybrook Town Hall, 6:30 P.M.
                It was explained that this is an efficiency and business friendly purchase that has been thoroughly vetted by the Capitol Region                         Council of Governments as well as by IT Larry Hayden and Don Lucas. It will also come with Department of Public Works module.                     Land Use and Fire Marshal also may have some applications.

                B.   Discuss and act on property located at 115 Plum Bank Road and year round classification.

                C.   Discussion of the Saybrook Junction Infrastructure Planning Project.
                 In the fall of 2016, the State Office of Policy & Management awarded 20 grants to encourage “Responsible Growth and                                          Transit-Oriented Development”.~ Old Saybrook successfully applied for its “Saybrook Junction Infrastructure Planning” project,                       which is: $125,000 for a traffic study, permitting and preparation of construction drawings related to streetscape enhancements                           around the Old Saybrook train station and town center.~ Planning for this project will address sidewalk gaps, crosswalks, ADA                          compliance, and other streetscape amenities. Planning will occur during 2017, and the project will then be “shovel-ready” for                               construction.
                D.   Referral to the Board of Finance to discuss, possible action and recommend to Town Meeting an appropriation of $125,000 for                     the Saybrook Junction Infrastructure Planning Project, a Connecticut Office of Policy & Management reimbursable grant, said                            funds to be initially taken from the Town’s general fund. Said grant is also known as the Responsible Growth and Transit-Oriented                    Development (RG-TOD) Planning Grant.

                 Motion to approve referral to the Board of Finance to discuss possible action and recommend to Town Meeting an appropriation                       of $125,000 for the Saybrook Junction Infrastructure Planning Project.

                E.   Appointments
                       1.   Historic District Commission.   Vacancy appointment (resignation) regular member.   Elevation of alternate member Laura                                       Gray.  This is for the unexpired portion of a five year term due to expire 12/2018.

    Motion to approve elevation of alternate member Laura Gray to regular member on the Historic District Commission.  Term due to                       expire 12/2018.

                      2.   Historic District Commission.  Vacancy appointment (elevation) alternate member.  This is for the unexpired portion of a five                                year term due to expire 12/2020.

               Motion to approve Jeff Meotti as an alternate member on the Historic District Commission.  Term due to expire 12/2020.
               MOTION CARRIED UNANIMOUSLY
                     3.   Pension and Employee Benefits Board.  Term expiration.  Re-appointment of Suzanne Taylor.  This is a five year term due to                                 expire 01/2022.

               Motion to approve re-appointment of Suzanne Taylor to the Pension and Employee Benefits Board.  Term is due to expire 01/2022.
