MINUTES of ANNUAL TOWN MEETING  -  November 28, 2016

MINUTES of the Annual Town Meeting held November 28, 2016 at the Old Saybrook Middle School auditorium, 60 Sheffield Street, Old Saybrook, Connecticut, at 7:00 p.m.
Carl Fortuna, First Selectman, called the meeting to order and led the assembly of approximately 50 persons in the Pledge of Allegiance.  First Selectman Fortuna recognized Selectman Giegerich and Selectman Conklin.  He remarked that the Annual Town Meeting is held, per Charter, to receive the Town Reports and conduct any other business which may come before the meeting.  On a motion made by Selectman Fortuna, seconded by Michael Cronin, Jason Becker was voted Moderator of the meeting.
Moderator Becker asked the Town Clerk, Sarah V. Becker, to read the call.

        To receive and act upon The Reports of the Town Officials as printed in the
        Annual Town Report for the Fiscal Year July 1, 2015 to June 30, 2016.

The Moderator called on First Selectman Fortuna to address the assembly.  The First Selectman recognized Janet Vinciguera  on the great job she had done organizing and proofreading this compilation of information and he was grateful for her efforts in bringing this document to the Town.
He further referred to this year’s cover of the Town Report and introduced Eric Wagner (photographer) of Manchester, Connecticut, who was responsible for the cover photo entitled “Cosmic Causeway”.

On a motion duly made and seconded, it was unanimously voted to accept the 2016 Annual Report of the Town of Old Saybrook.
Grant Westerson moved, seconded by Pat Cronin and unanimously voted to adjourn at 7:15 p.m. and continue with this year’s dedication ceremony of the Town Report.

DEDICATION of the 2016 Annual Report of the Town of Old Saybrook
Dedicated to:  LISA R. CARVER
                    Finance Director from July 2012 to February 2016

First Selectman Fortuna spoke of the process of hiring the Finance Director and how Lisa Carver was chosen.  Lisa earned an Associate degree in paralegal studies in 1982, Bachelor of Science degree in Accounting in 1985 from Post College; later in life she received her MPA from UCONN.  After passing her CPA exam she was a Chartered Financial Analyst.  Lisa was hired as Finance Director in July 2012.   She fell in love with our Town and she and husband Paul relocated to Old Saybrook from New Britain in 2013.  Lisa was a cancer survivor, however, even with the recurrence of cancer, surgery and treatments, she was an amazing woman continuing to battle the disease while doing an exemplary job for the Town.
Lisa often said “having cancer sucks and reminds you of your blessings”.   Lisa succumbed to cancer on February 10, 2016.  She will always be in the hearts of those she met.

Selectman Fortuna called forward Lisa’s husband Paul and her children Alexander and Tory.  He presented them with a copy of the Town Report cover and dedication as printed in the Report.
Paul Carver spoke briefly and commented that Lisa appreciated not being made the center of attention and that brevity (“get to the point”) was important.
Selectman Fortuna thanked all for their attention and attendance.
