MEETING OF THE BOARD OF SELECTMEN

Tuesday, October 11, 2016
3:30 P.m.
Town Hall – First Floor Conference Room
MINUTES

Present:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich (by phone), Selectman Carol Conklin members of the public and press.

I.     CALL TO ORDER – First Selectman Fortuna called the meeting to order at 3:30 p.m.
II.    PLEDGE OF ALLEGIANCE- Recited
III.   COMMENTS FROM THE PUBLIC- None
IV.   COMMENTS FROM THE FIRST SELECTMAN:
The final Park & Rec revenues from 2016 from Mini-Golf, Harvey’s Beach, Mini-golf concession, Town Beach concession and beach
passes
That he will be meeting with town employees from Madison to determine how they went about with their streetlight retrofit
The sale of 185 Bokum Road is closer with the receipt of the appraisal
The mini-golf classic occurring Wednesday, October 12, 2016 against Norm Needleman
How the First Selectman is on several CCM sub committees including labor  relations and Insurance O & U
Bob Fish turned 80 and he finally received his own parking space
That Jacobson & Associates conducted physical inspections of the Cornfield Point seawalls to survey their condition. This preserves our right to request FEMA funds should they be damaged again.
Reported on the Jarvis Road tree issue from the previous meeting.

Ms. Conklin asked about the Bokum Road trains and what is going on. The First Selectman stated he is owed an email on that and will    
follow up at the next meeting. She also will contact Park & Rec about getting a bigger sign for Harvey’s Beach. It appears that people have
trouble finding it.
     V.     APPROVAL OF MINUTES  Board of Selectmen Meeting September 27, 2016.

VI.   BUSINESS BEFORE THE BOARD
             A.   Discuss and act on Call of Special Town Meeting – Monday October 17, 2016, 7 PM, Vicki G. Duffy Pavilion, 155 College Street, Old Saybrook.  Ms. Conklin asked whether the funds from the NAA (The Kate project) will go into the town’s general fund. They will not because they will immediately be used to pay vendors.

Motion to approve Call of Special Town Meeting October 17, 2016.
MOTION CARRIED UNANIMOUSLY
            B.   Appointments
1. Harbor Management Commission.  Vacancy appointment (resignation).  Term expires 11/19/19, however this appointment is until November 2017 at which time it will be placed on the ballot at biennial town election.

Motion to appoint Robert Murphy as a member on the Harbor Management Commission.

VII.   COMMENTS FROM THE SELECTMEN-The First Selectman discussed the extensive town inventory that is being worked on at the moment. It is a large project that the Finance Director, Facilities Director and a town intern are working on.
The First Selectman also commented that CCM is working with a consultant to make a tax proposal to the legislature. The idea is to have nearly every town in Connecticut endorse a proposal that would change our tax structure so that there is less reliance on the local property tax.
