MEETING MINUTES OF THE BOARD OF SELECTMEN

Tuesday, September 27, 2016

MINUTES

Present:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Carol Conklin and members of the public.

I.      CALL TO ORDER

V.     APPROVAL OF MINUTES  Board of Selectmen Meeting September 13, 2016.
ABSTENTION: CONKLIN

Motion to approve Board of Selectmen Meeting Minutes September 13, 2016.
MOTION CARRIED UNANIMOUSLY
VI.   EXECUTIVE SESSION
        A.    Joint meeting with Board of Education; pending litigation- Executive Session commenced at 7:05 p.m.
                The Board of Selectmen exited Executive Session at 8:30 p.m. No motions were made, no votes taken
VII.    BUSINESS BEFORE THE BOARD
        B.    Appointments
                1.   Youth & Family Service.  Re-appointment Christi Staples.  This is a four year term due to expire 09/2020.

Motion to re-appoint Christi Staples.
MOTION CARRIED UNANIMOUSLY
VIII.   COMMENTS FROM THE SELECTMEN
       First Selectman Fortuna commented on the following:
Carol Conklin’s memo about Elm Street paving: Director of Public Works, Larry Bonin is hoping to get this done this fall but there remains drainage work to be completed;
There has been no request on Anchorage Lane;
That he is not familiar with the Jarvis tree issue;
Zoning Enforcement Officer Chris Costa has had extensive communications with the developer on Sheffield Street and the neighbors and their various issues;

The recent donation of a buffet/sideboard which now sits in the Town Hall hallway donated by Loretta Reece;
The Pension Board recommendation of an appropriation of 50k into the pension fund;
The continued conversation of converting our streetlights to LED lights;
The WPCA vehicles in desperate need of replacement;
HOPE partnership is looking for area towns to make a yearly contribution to its operations;
A newly proposed Department of Public Health bill that would mandate county health departments. This proposal would drastically increase the amount Old Saybrook pays;
Grant update- Phase II nearly complete at Custom Marine, Bar grant moving along;
Dan Moran, Facilities Director, will be making a recommendation on building repairs shortly;
The Kate energy efficiency upgrade, which is progressing nicely.

Carol Conklin commented that the Economic Development Commission has public commitment for four benches. Ultimately, we are looking to replace about twenty more.

Scott Giegerich commented that he went to the recent Historical Society presentation about battlefield artifacts found at Fort Saybrook. He said the presentation was interesting and that there were lots of people who attended.
