MEETING OF THE BOARD OF SELECTMEN
Tuesday, September 13, 2016
3:30 P.m.
Town Hall – First Floor Conference Room
MINUTES

Present:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich and members of the public and press.  Selectman Carol Conklin absent (regional monitoring training).

I.      CALL TO ORDER- First Selectman Fortuna called the meeting to order at 3:30 PM
II.     PLEDGE OF ALLEGIANCE- recited
III.    COMMENTS FROM THE PUBLIC-Mr. Robert Raffalo discussed the handicap parking space at the Post Office on Main Street. He feels it is illegal. The First Selectman (FS) will be having someone come down to look at it from the State of Connecticut Thursday the 22nd at 4:15 p.m.
IV.    COMMENTS FROM THE SELECTMAN-The First Selectman commented on the possibility of having meetings at the High School, schedule to be worked out with Board of Education; discussed briefly the LED streetlight presentation at the Board of Finance meeting the previous Tuesday; HOPE Partnership is looking for funds to be annually budgeted from Old Saybrook and the surrounding towns it serves;  the FS read several thank you notes into the record from persons who thought the Town Green 9/11 Memorial was awesome and incredible; The Economic Development Commission is looking for support from the Board of Selectmen regarding their “Piano Project”- Support was given by the two Selectmen present.      Mr. Giegerich stated that regulations for use of the turf field have been adopted. They give order and direction to the use of the field.

VI.    BUSINESS BEFORE THE BOARD
A.     Discuss and act on Subordination Agreement-57 Sheffield Street, new elderly housing.
The First Selectman explained that as a result of new financing for new construction by the elderly housing across the street, the town is being asked to subordinate its Right of First Refusal. This was done once before when the units were originally built. This is a common practice for financing.

B.     Discuss and act on Proclamation for Old Saybrook Youth & Family Services.

C.     Appointments
1.      Youth & Family Service Commission – Re-appointment Jennifer Welsh.  This is a four year term due to expire 9/2020.

2.     Youth & Family Service Commission - Re-appointment Peg Viggiano.  This is a four year term due to expire 9/2020.
Appointment of Sharon Tiezzi as a new member taking the place of Peg Viggiano.
