MINUTES of SPECIAL TOWN MEETING August 15, 2016 at 7:00 p.m. at the Vicky Duffy Pavilion, 155 College Street, Old Saybrook Connecticut with approximately 30 persons attending.
Carl P. Fortuna Jr., First Selectman, called the meeting to order and led the assembly in the Pledge of Allegiance. On a motion duly made and seconded, it was unanimously voted that Robert O’Shaughnessy serve as Moderator of the meeting for the following purpose:
To act upon the recommendation of the Board of Finance and Board of
Selectmen to appropriate the sum of $170,000.00 to finance the engagement of
SunGard services and purchase the SunGard k-12 integrated government financial management and accounting system, said funds to be paid from the capital
non-recurring account (municipal reserve fund).
First Selectman Fortuna read the call of the meeting. The moderator then asked for a motion. Moved by the First Selectman, seconded by Patricia Cronin. The First Selectman reviewed the project and funding. Lee Ann Palladino, Finance Director was recognized and discussed the processes and functions that currently run Town Hall and how SunGard evaluated how we function. We expect improvements and a 4-5 year return on investment. Susan Esty asked about where the funds would come from and about SunGard in general. The First Selectmen explained the history of the capital non-recurring fund and SunGard’s experience. Paula Kaye had several questions about SunGard’s experience in government operations. The Finance Director responded. Following questions, it was voted to unanimously
