MEETING OF THE BOARD OF SELECTMEN

Tuesday, July 12, 2016

MINUTES

Present:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Carol Conklin and members of the public.
I.      CALL TO ORDER
     II.     PLEDGE OF ALLEGIANCE- recited
III.    COMMENTS FROM THE PUBLIC- Tom Stevenson commented on a horse post on College Street that is damaged and he would like it fixed. Bill Rosser commented on a fence that is on town property and encloses a town road. First Selectman Fortuna noted that he has had conversations with the owner of the property. Jackie Appleby commented on the various signs showing up on the end of Vincent Avenue. The First Selectman noted that a lawsuit has just been commenced and he is hopeful that this dispute will lead to a better result for all.
IV.     COMMENTS FROM THE SELECTMAN- Carol Conklin commented on the Shoreline Times and said there is a way to stop the driveway delivery. People need to email them and request it go back in the mail so they can get a better rate. Many Cornfield Point residents have done this. The First Selectman said this has been a 6-7 month problem and letters and emails have been written by all area 1st Selectmen. The Shoreline Times is failing to get back in the mail because everyone throws the newspaper away. Why should the town undertake an effort to assist a private newspaper by encouraging people to call them to tell them we want the newspaper? The First Selectman has an article in this week’s Harbor News which gives the email and phone number of the gentleman in charge of this method of distribution.
The First Selectman also commented on the successful bond refunding from last week in which the town saved over $1m in interest payments on $10m worth of bonds.

VI.     BUSINESS BEFORE THE BOARD
A.      Discussion and act on Grant Application between Middlesex Hospital and the Town of Old Saybrook relating to provision of paramedic services July 1, 2016 through June 30, 2017.
The First Selectman explained the history of the paramedic program and how this funding came to be. He also noted that the RiverCOG negotiated this agreement on behalf of the towns which was a great help.

Motion to approve Grant Application between Middlesex Hospital and the Town of Old Saybrook- paramedic services.

B.      Discuss and act on authorizing First Selectman Carl P. Fortuna Jr. to enter into agreement with State of Connecticut Office of Policy and Management (OPM) for a Responsible Growth and Transit-Oriented Development Planning Grant.
The First Selectman noted the town applied for the planning and construction funds but only received the planning funds. He stated that construction grants are available and anticipates this project, further connecting our downtown to North Main Street, Stage Road and Route 1, will get funds in a few years.

C.      Discuss and act on Public Works Director recommendation for release of encroachment bond:  2 Bliss Street.

D.      Appointments
1.    Conservation Commission- Vacancy appointment (resignation).  This is for the unexpired portion of a two year term due to expire 11/2016.
Donna Leake, who currently sits on the Architectural Review Board, has volunteered for this position.

Motion to approve Donna Leake to serve as a member on the Conservation Commission.
MOTION CARRIED UNANIMOUSLY
2.   Harbor Management Commission – Vacancy appointment
(resignation).  Term expires 11/19/19, however this appointment is until November 2017 at which time it will be placed on the ballot at biennial town election.
Paul Connolly was nominated. Carol Conklin felt he will be an excellent member given his background and interest.

Motion to approve Paul Connolly to serve as a member on the Harbor Management Commission.
