SPECIALMEETING OF THE BOARD OF SELECTMEN
MINUTES
Wednesday, April 13, 2016
3:30 P.m.
Town Hall – First Floor Conference Room

Present:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Carol Conklin

I.      CALL TO ORDER- First Selectman Fortuna called the meeting to order at 3:30 PM
II.     PLEDGE OF ALLEGIANCE- Recited
III.    COMMENTS FROM THE PUBLIC- None
IV.    COMMENTS FROM THE SELECTMAN: First Selectman Fortuna commented that the Beach Pavilion is out to bid, that the Governor’s budget provides for deep cuts to town revenues and that the Middlesex Hospital paramedic proposal has been made part of the town budget. On the Governor’s budget, the First Selectman commented that this will have to be absorbed by the town in cuts and revenues over a period of time, perhaps up to 3 years. Ms. Conklin agreed that a multi-year approach is a good way to approach this.
V.     APPROVAL OF MINUTES  Special Board of Selectmen Meeting March 28, 2016.

VI.    BUSINESS BEFORE THE BOARD
A.      Discuss and act on the Call of the Annual Budget Meeting, May 2, 2016, Old Saybrook Middle School Auditorium, 7:00 P.M.
First Selectman Fortuna went through the call. Ms. Conklin asked how many questions there would be. There will be two, one for the town and one for the Board of Education.

B.      Appointments
1.    Zoning Commission.  Alternate vacancy (elevation).  This appointment is until 11/2017 at which time it is placed on the biennial town election for a term of two years until 11/2019.
Motion to appoint Michael O’Herlihy.

2.     Zoning Commission.  Alternate vacancy (resignation).  This appointment is until 11/2017 at which time it is placed on the biennial town election for a term of two years until 11/2019.
Motion to appoint Michael Cianfaglione.

3.    Youth & Family Services.  There is no vacancy at this time.
VII.    COMMENTS FROM THE SELECTMEN-The First Selectman commented that there will be a discussion on opioid addiction in Town Hall Friday at 1pm with several area leaders, including First Selectman Rudy Marconi from Ridgefield. Scott Giegerich commented that his school just lost a parent to heroin addiction. Both Mr. Giegerich and Ms. Conklin agreed that this is a community, state and national issue, but that the town should not be funding additional positions at this time. Instead, focus should be on identifying people and referring them to appropriate assistance.
