MINUTES
Monday, March 28, 2016
3:30 P.m.
Town Hall – First Floor Conference Room

Present:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich and Selectman Carol Conklin
I.      CALL TO ORDER
II.     PLEDGE OF ALLEGIANCE-  Recited.
III.    COMMENTS FROM THE SELECTMAN:  Historic District pet waste dispensers- The First Selectman commented on Bill Childress’ letter.
IV.    APPROVAL OF MINUTES Board of Selectmen Meeting March 8, 2016.
Motion to approve Board of Selectmen Meeting Minutes March 8, 2016.

V.    BUSINESS BEFORE THE BOARD
  • Road endings Cornfield Point / WPCA discussion. The First Selectman indicated that there may come a point where the road endings are utilized for Cornfield Point wastewater management purposes. Jim Vanoli will attend a future Board of Selectmen meeting to discuss.
  • Discuss and act to dissolve the Marine Patrol AdHoc Committee
Motion to dissolve the Marine Patrol AdHoc Committee.

     C.  Discuss and act to readopt the Fair Housing Resolution.
     D.  Discuss and act to recertify the Fair Housing Policy Statement.
     E.   Discuss and act to recertify the Title VI Equal Opportunity Statement.
     F.   Discuss and act to recertify the Municipal Grievance Procedure.
     G.   Discuss and act to recertify the Affirmative Action Policy Statement.
     H.  Discuss and act to recertify the ADA Notice.
     Motion to approve Fair Housing Equal Opportunity Items C through H.

  • Discussion and possible action on formation of Mariner’s Way Advisory Steering Committee.
There was a discussion on the need for a steering committee for the BAR grant. Ms. Conklin stated she is interested but may have a time constraint. We will update at a meeting in the future.
  • Appointments
  • Board of Finance.  Vacancy (resignation).  This is for the unexpired portion of a four year term due to expire 11/19/2019. Carol Rzasa was nominated by the First Selectman, seconded by Mr. Giegerich. Ms. Conklin stated that she thought Carol Manning would be a good candidate who would have no learning curve. She thought Ms. Rzasa qualified more for a Pension Board type position. Mr. Giegerich stated he thought Ms. Rzasa would be an excellent Board member because of her vast experience. Mr. Fortuna commented that he respects Ms. Manning. He also stated that there is no litmus test for a board vacancy  and because benefits make up such a large portion of the town budget, he felt Ms. Rzasa’s work experience would be very helpful.
Motion to appoint Carol Rzasa until 11/2017 at which time the unexpired portion of the four year term to 2019 is placed on the ballot.

MOTION CARRIED 2 to 1 with Selectman Conklin voting nay.  
  • Historic District Commission.  Alternate vacancy.  This is a five year term due to expire 12/2020.
Motion to appoint Laura Gray, who lives in the district in a historic home and whose husband previously served on the commission. This is a five year term due to expire 12/2020.

  • Inland Wetland Commission.  Alternate vacancy (elevation).  This is for the unexpired portion of a two year term due to expire 11/2017.
Motion to appoint Paula Kay. Mr. Giegerich pointed out what a hard worker Ms. Kay is.  This is for the unexpired portion of a two year term due to expire 11/2017.

  • Youth & Family Service Commission.  Vacancy (relocated).  This is for the unexpired portion of a four year term due to expire 9/2016.
Motion to appoint Christie Staples, who currently works in social work on homelessness and hunger issues. This is for the unexpired portion of a four year term due to expire 9/2016.

  • Zoning Board of Appeals.  Vacancy.  This is for the unexpired portion of a two year term due to expire 11/2017.  Carol Conklin nominated Adam Boyd, who she stated is a bright young man and a good worker.
Motion to appoint Adam Boyd as an alternate member on the Zoning Board of Appeals for the unexpired portion of a two year term due to expire 11/2017.
