SPECIAL MEETING OF THE BOARD OF SELECTMEN

Tuesday, March 1, 2016
3:30 P.m.
Town Hall – First Floor Conference Room
MINUTES
Present:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich and Selectman Carol Conklin.

I.    CALL TO ORDER- First Selectman Fortuna called the meeting to order at 3:30 PM.
II.   PLEDGE OF ALLEGIANCE—Recited.
III.  COMMENTS FROM THE PUBLIC- None.
IV.  COMMENTS FROM THE SELECTMAN:  The First Selectman commented on the following:
Several bills in Hartford, including a bill to eliminate taxes on the first $10,000 in personal property. The Assessor’s Association opposes this as they feel many businesses will under report.  Carol Conklin stated it might be better if this were an exemption for small business of newly formed business
Firefighter cancer presumption bill
Motor vehicle bill that would not require the payment of all local taxes to register a vehicle
V.   APPROVAL OF MINUTES-  Board of Selectmen Meeting February 23, 2016.
Motion to approve minutes of Board of Selectmen Meeting February 23, 2016.

VI.  BUSINESS BEFORE THE BOARD
A.   Receive and discuss action on recommendation from the Marine Patrol ad hoc committee.
The First Selectman detailed the work of the committee over 4 meetings and the unanimous recommendation that the option be funded that would purchase the safeboat and repower it. Most electronics would be new. He noted the excellent public input that was received. He also commented that the report would have to go to the Board of Finance and then to town meeting on the recommendation of counsel. It was asked if this solution is a 10-15 year solution and it is hoped that this is a 15 year solution. Carol Conklin stated that perhaps the town should consider, starting in 5 years or so, a sinking fund for the boat that may be needed in 15 years.

B.  Action item: to recommend to the Board of Finance an appropriation in the amount of $74,568.15 for the purpose of purchasing a 25 foot marine patrol boat and accessories, said funds to be taken from and paid out of the Marine Patrol Budget Item account #4274 in the amount of $52,500 and the balance of said funds, $22,068.15, to be paid out of the Town’s Municipal Reserve Account.    The Board briefly discussed.
Motion to recommend to the Board of Finance an appropriation in the amount of $74,568.15 for the purpose of purchasing a 25 foot marine patrol boat and accessories.
