MEETING OF THE BOARD OF SELECTMEN

Tuesday, March 8, 2016
3:30 P.m.
Town Hall – First Floor Conference Room
MINUTES
Present:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Carol Conklin and a member of the press.

I.      CALL TO ORDER
II.     PLEDGE OF ALLEGIANCE- Recited
III.   COMMENTS FROM THE PUBLIC- none
IV.   COMMENTS FROM THE SELECTMAN: 1057 Boston Post Road.
The First Selectman brought to the board the hand out approved by the Parks & Recreation Commission concerning 1057 Boston Post Road. He would like the Board to review the packet and the Board can discuss at a later meeting.
First Selectman also discussed a grant process with the State of Connecticut whereby the town would access Preserve stewardship funds through a grant from the State.

VI.    BUSINESS BEFORE THE BOARD
Discussion and possible action refund of building permit fee:

Motion to add to the agenda an item concerning the appointment to the Upper Cemetery Committee.

Appointment of Scott Carson to the Upper Cemetery Committee.
The First Selectman read Mr. Carson’s letter of interest. He is already involved with this committee and is also a veteran.
Motion to appoint Scott Carson to the Upper Cemetery Committee. This is appointment is for the unexpired portion of a six year term due to expire 7/2019.

Motion to add to the agenda consideration of a Personal Service Agreement/Grant/Contract between the town and the State for stewardship of the Preserve.

Discussion and possible action to authorize the First Selectman to sign a Personal Service Agreement/Contract/Grant to allow State Preserve stewardship funds to be granted to the Town of Old Saybrook.
The First Selectman commented that the Conservation Easement of record requires the owners of the Preserve to conduct a public use and natural resource assessment shortly after acquiring the property. It was determined by the State and the Town that having the town bid these services will be a more expeditious way of proceeding. Therefore, the state is willing to grant to the town up to $50,000 for these services and more, if funds allow, so that a natural resource assessment and public use assessment can be conducted. This grant will have to go to Board of Finance and Town Meeting as it is a reimbursable grant.
Motion to authorize the First Selectman to sign a Personal Service Agreement/Contract/Grant to allow State Preserve stewardship funds to be granted to the Town of Old Saybrook.

VII.     COMMENTS FROM THE SELECTMEN- Carol Conklin commented on the natural gas signs that are showing up on Maple Ave. The gas company is trying to determine if there are enough customers to run a gas line down Maple and possibly off a few of the roads off Main Street.
